CIRCULAR
CHARGES
FOR CONNECTING CALLS BETWEEN TWO NATIONAL TERRESTRIAL FIXED TELECOMMUNICATION
NETWORKS AND BETWEEN LOCAL TERRESTRIAL FIXED TELECOMMUNICATION NETWORKS WITH
NATIONAL TERRESTRIAL MOBILE TELECOMMUNICATION NETWORKS
Pursuant to Law on Telecommunications dated
November 23, 2009;
Pursuant to Law on Prices dated June 20, 2012;
Pursuant to Decree No. 17/2017/ND-CP dated
February 17, 2017 of Government on functions, tasks, powers and organizational
structure of Ministry of Information and Communications;
Pursuant to Decree No. 25/2011/ND-CP dated April
6, 2011 of Government on elaborating to Law on Telecommunications; Decree No.
81/2016/ND-CP dated July 1, 2016 of Government on amendments to Decree No.
25/2011/ND-CP dated April 6, 2011 of Government on elaborating to Law on
Telecommunications and Decree No. 49/2017/ND-CP dated April 24, 2017 of
Government on amendments to Article 15 of Decree No. 25/2011/ND-CP dated April
6, 2011 of Government on elaborating to Law on Telecommunications and Article
30 of Decree No. 174/2013/ND-CP dated November 13, 2013 of Government on
imposing administrative penalties in post, telecommunications, information
technology and radio frequency;

149/2016/ND-CP dated November 11, 2016 of Government on amendments to Decree

Article 1. Scope
This Circular prescribes charges for connecting
calls:
1. From a national terrestrial mobile telecommunication
network (hereinafter referred to as “mobile network”) to another mobile
network.
2. From a local terrestrial fixed telecommunication
network (hereinafter referred to as “local fixed network”) to a mobile network.
3. From a mobile network to a local fixed network.
Article 2. Regulated entities
This Circular applies to:
1. Telecommunication enterprises providing services
of connecting calls of mobile services and local fixed networks.
2. Organizations and individuals related to
management and provision of telecommunication services in Vietnam.

Charge for connecting calls between 2 mobile
networks is as follows: the network in which calls are initiated shall pay the
receiving network a connection charge of VND 270/minute.
Article 4. Charge for
connecting calls from local fixed networks to mobile networks
Charge for connecting calls from a local fixed
network to a mobile network is as follows: the network in which calls are
initiated shall pay the receiving network a connection charge of VND
270/minute.
Article 5. Charge for
connecting calls from mobile networks to local fixed networks
Charge for connecting calls from a mobile network
to a local fixed network is as follows: the network in which calls are
initiated shall pay the receiving network a connection charge of VND
270/minute.
Article 6. Value-added tax
Connection charges specified in this Circular do
not include VAT.
Article 7. Entry into force and
implementation
1. This Circular enters into force from May 1, 2020
and replaces following Circulars and Decisions:

b) Circular No. 22/2011/TT-BTTTT dated August 2,
2011 on charges for connecting calls from terrestrial mobile communication
networks to local terrestrial fixed telecommunication networks;
c) Decision No. 53/2008/QD-BTTTT dated December 8,
2008 on provincial charges for connecting calls from fixed telecommunication
networks to mobile networks;
d) Decision No. 43/2008/QD-BTTTT dated July 17,
2008 on provincial charges for interprovincial calls and fixed communication.
2. Chief of the Office, Director General of
Authority of Telecommunications, heads of ministerial agencies, General
Directors and Directors of telecommunication enterprises and relevant
organizations and individuals are responsible for implementation of this
Circular.
3. Difficulties that arise during implementation
must be reported to Ministry of Information and Communications (via Authority
of Telecommunications) for consideration and solution./.
