Kính gửi: Chi cục Hải quan khu vực XVIII.

Trả lời công văn số 1876/HQKV18-NV ngày 27/7/2026 của Chi cục Hải quan khu vực XVIII đề nghị hướng dẫn thủ tục nhập khẩu mặt hàng nhãn đã in sẵn thông tin xuất xứ (xuất xứ Việt Nam, xuất xứ nước ngoài), nhãn hiệu để gắn lên sản phẩm, Cục Hải quan có ý kiến như sau:

Qua nghiên cứu hồ sơ và nội dung báo cáo, Cục Hải quan nhận thấy việc nhập khẩu mặt hàng nhãn in sẵn thông tin xuất xứ và nhãn hiệu để phục vụ sản xuất, kinh doanh, phân phối liên quan đến chính sách quản lý, quyền sở hữu trí tuệ, tiềm ẩn nguy cơ gian lận xuất xứ.

Nhằm bảo đảm thực hiện đầy đủ, chặt chẽ quy định của pháp luật, đồng thời tạo thuận lợi cho hoạt động kinh doanh của doanh nghiệp, Cục Hải quan (Ban Giám sát quản lý về hải quan) đang tổng hợp, đánh giá toàn diện việc nhập khẩu mặt hàng này; đồng thời trao đổi, phối hợp với các cơ quan, đơn vị liên quan để thống nhất phương án xử lý.

Cục Hải quan thông báo để đơn vị biết./.

In consideration of the dossier and reports, Department of Vietnam Customs finds that the import of labels with pre-printed origin information and trademarks for use in production, sale, or distribution of goods is related to management policies, intellectual property rights, and poses potential risks of origin fraud.

To ensure strict compliance with regulations of law while facilitating business operation of enterprises, the Department of Vietnam Customs (Customs Supervision and Management Board) is consolidating information and conducting a comprehensive assessment of the import of such labels; and is currently consulting and cooperating with relevant agencies and units in working out a handling plan.
