Vừa qua, Ngân hàng Nhà nước Việt Nam (NHNN) nhận được đề nghị bổ sung Giấy phép đối với nội dung thực hiện chiết khấu bộ chứng từ không có hối phiếu của một số tổ chức tín dụng (TCTD), chi nhánh ngân hàng nước ngoài (CNNHNNg). Về vấn đề này, NHNN có ý kiến như sau:

1. Các TCTD, CNNHNNg trong Giấy phép đã có ghi nội dung hoạt động "thanh toán quốc tế" được thỏa thuận áp dụng tập quán thương mại quốc tế do Phòng thương mại quốc tế ban hành (UCP 600, UCR 522...) để thực hiện nghiệp vụ chiết khấu bộ chứng từ không có hối phiếu.

2. Các TCTD, CNNHNNg trong Giấy phép chưa có nội dung hoạt động "thanh toán quốc tế" cần thực hiện bổ sung Giấy phép đối với nội dung hoạt động này để được thực hiện nghiệp vụ chiết khấu bộ chứng từ không có hối phiếu.

NHNN thông báo để các TCTD, CNNHNNg biết và thực hiện./.

Recently, the State Bank of Vietnam (SBV) has received requests for supplementing the License with details regarding the operation of discounting documents without draft of some credit institutions (CIs), foreign bank branches (FBBs). In this regard, the SBV provides its opinion as follows:

1. For CIs, FBBs whose License already has details of “international payment” shall be permitted to agree on application of the Incoterms issued by International Chamber of Commerce (UCP 600, UCR 522…) to perform discount of documents without draft.

2. For CIs, FBBs whose License has not detail of “international payment” yet, it is required to supplement the License with this detail for the purpose of performing discount of documents without draft.

The State Bank of Vietnam hereby notifies CIs, FBB for information and implementation.
