Ngày 12 tháng 05 năm 2021, Ban cán sự đảng Bộ Công Thương có Công văn số 38-CV/BCSĐ về quán triệt các nội dung về phát triển công nghiệp và thương mại tại Nghị quyết Đại hội Đại biểu toàn quốc lần thứ XIII của Đảng về đường lối công nghiệp hóa, hiện đại hóa đất nước. Để triển khai thực hiện Nghị quyết trên, đồng thời tăng cường sự phối hợp chặt chẽ trong công tác quản lý, phát triển công nghiệp và thương mại địa phương theo Công văn số 38-CV/BCSĐ, Bộ Công Thương đề nghị Sở Công Thương các tỉnh, thành phố trực thuộc Trung ương thực hiện một số nội dung sau:

1. Về phát triển công nghiệp thương mại

Căn cứ Nghị quyết Đại hội đại biểu toàn quốc lần thứ XIII của Đảng, Chiến lược phát triển phát triển kinh tế-xã hội giai đoạn 2021-2030, tầm nhìn đến năm 2045, Chiến lược phát triển công nghiệp Việt Nam đến năm 2025, tầm nhìn đến năm 2035, Nghị quyết số 23-NQ/TW ngày 22 tháng 3 năm 2018 của Bộ Chính trị về định hướng xây dựng chính sách phát triển công nghiệp quốc gia đến năm 2030, tầm nhìn đến năm 2045, Nghị quyết số 124/NQ-CP ngày 03 tháng 9 năm 2020 của Chính phủ ban hành Chương trình hành động thực hiện Nghị quyết số 23-NQ/TW và Nghị quyết số 115/NQ-CP ngày 06 tháng 8 năm 2020 của Chính phủ về các giải pháp thúc đẩy phát triển công nghiệp hỗ trợ; đề nghị tham mưu Ủy ban nhân dân (UBND) cấp tỉnh chỉ đạo xây dựng, phê duyệt thực hiện các chiến lược, đề án phát triển các ngành công nghiệp, thương mại địa phương giai đoạn 2021-2030, tầm nhìn đến năm 2045, đồng thời tích hợp những nội dung này vào Quy hoạch vùng, quy hoạch tỉnh để triển khai thực hiện. Trong đó, ưu tiên thu hút đầu tư, phát triển mạnh mẽ các ngành công nghiệp nền tảng, nhất là công nghiệp hỗ trợ, công nghiệp vật liệu, công nghiệp hóa chất, công nghiệp cơ khí, chế biến, chế tạo, công nghiệp điện tử, ....

2. Về phát triển kết cấu hạ tầng công nghiệp thương mại

Trong quá trình tổ chức lập quy hoạch tỉnh thời kỳ 2021-2030, đề nghị báo cáo UBND giao nhiệm vụ cụ thể cho Sở Công Thương, cơ quan chức năng rà soát lại hiện trạng, nhu cầu để lập các phương án/nội dung quy hoạch phát triển kết cấu hạ tầng công nghiệp thương mại (như phương án phát triển cụm công nghiệp; hệ thống hạ tầng thương mại; phương án phát triển mạng lưới cấp điện, mạng lưới truyền tải và phân phối; phương án phát triển khu công nghiệp; ...) cho phù hợp, đảm bảo đồng bộ, thống nhất với quy hoạch vùng, quy hoạch cấp quốc gia; làm cơ sở tích hợp vào quy hoạch tỉnh, trình cơ quan có thẩm quyền phê duyệt thực hiện. Trong đó cần lưu ý:

- Đối với phương án phát triển cụm công nghiệp, đề nghị thực hiện theo Nghị định số 66/2020/NĐ-CP ngày 11 tháng 6 năm 2020 của Chính phủ sửa đổi, bổ sung một số điều của Nghị định số 68/2017/NĐ-CP ngày 25 tháng 5 năm 2017 của Chính phủ quy định về quản lý, phát triển cụm công nghiệp. Để phối hợp, đảm bảo chất lượng phương án phát triển cụm công nghiệp, đề nghị báo cáo UBND cấp tỉnh có văn bản phối hợp gửi lấy ý kiến Bộ Công Thương về sự phù hợp, đáp ứng nội dung, quy định tại Nghị định số 66/2020/NĐ-CP.

- Đối với phương án phát triển hạ tầng thương mại (gồm chợ, siêu thị, trung tâm thương mại, trung tâm logistics, trung tâm hội chợ triển lãm, kho hàng hóa, hạ tầng xăng dầu, khí, ...), đề nghị nghiên cứu, xây dựng, tích hợp vào quy hoạch tỉnh, trình phê duyệt theo pháp luật quy hoạch.

- Đối với phương án phát triển mạng lưới cấp điện, mạng lưới truyền tải điện và phân phối: Đề nghị tổng hợp danh mục các nguồn điện, lưới điện 220 kV, 500 kV trên địa bàn tỉnh đã được xác định trong quy hoạch phát triển điện lực quốc gia, liên kết lưới điện với các tỉnh lân cận, cân bằng cung cầu điện của tỉnh trong giai đoạn quy hoạch. Phương án phát triển lưới điện 110 kV sau các trạm nguồn 220 kV, phương án phát triển lưới điện trung áp sau các trạm 110 kV, phương án cấp điện cho vùng sâu, vùng xa và hải đảo chưa được cấp điện từ lưới điện quốc gia cần có văn bản lấy ý kiến Bộ Công Thương về sự phù hợp quy hoạch mạng lưới điện của tỉnh và quy hoạch phát triển điện lực quốc gia, chương trình cấp điện cho nông thôn, miền núi, hải đảo...; trên cơ sở đó hoàn thiện phương án phát triển mạng điện để tích hợp vào Quy hoạch tỉnh.

Sau khi Quy hoạch tỉnh được phê duyệt, Sở Công Thương chủ trì, phối hợp với các cơ quan, đơn vị liên quan xây dựng chương trình, kế hoạch phát triển mạng lưới cấp điện của tỉnh, có văn bản lấy ý kiến thống nhất của Bộ Công Thương trước khi phê duyệt, triển khai thực hiện.

- Đối với lĩnh vực hóa chất: Để ngành công nghiệp hóa chất phát triển bền vững, đảm bảo an toàn và bảo vệ môi trường, thì giải pháp định hướng doanh nghiệp hóa chất đầu tư vào các khu, cụm công nghiệp tập trung là một trong những giải pháp được ưu tiên hiện nay. Do đó, trong quá trình xây dựng quy hoạch tỉnh, đề nghị các địa phương phối hợp với Bộ Công Thương nghiên cứu, khảo sát về khả năng thành lập thêm các khu, cụm công nghiệp tập trung về hóa chất trên địa bàn.

3. Về thực hiện chính sách phát triển công nghiệp thương mại.

- Căn cứ Quy hoạch tỉnh đã được phê duyệt, định hướng phát triển các ngành công nghiệp thương mại và điều kiện thực tế của địa phương, đề nghị báo cáo UBND cấp tỉnh giao Sở Công Thương chủ trì, phối hợp với các Sở, ngành, đơn vị liên quan xây dựng, trình cơ quan có thẩm quyền phê duyệt, tổ chức thực hiện các đề án, chương trình, kế hoạch cụ thể để hỗ trợ, đảm bảo thực hiện các định hướng, mục tiêu phát triển công nghiệp thương mại giai đoạn 2021-2030.

- Thường xuyên rà soát tình hình, nắm bắt các khó khăn vướng mắc để kịp thời báo cáo UBND cấp tỉnh chỉ đạo xử lý, tháo gỡ, thúc đẩy phát triển mạnh mẽ các ngành công nghiệp nền tảng.

Định kỳ 6 tháng (trước ngày 15 tháng 7 năm báo cáo) và hàng năm (trước ngày 15 tháng 01 năm sau) báo cáo kết quả (theo đề cương kèm theo) về Bộ Công Thương (qua địa chỉ: Cục Công Thương địa phương, số 25 Ngô Quyền, quận Hoàn Kiếm, thành phố Hà Nội).

Bộ Công Thương đề nghị Sở Công Thương các tỉnh, thành phố trực thuộc Trung ương triển khai, phối hợp thực hiện các nội dung trên./.

I. Tình hình triển khai

1. Công tác tuyên truyền, học tập, quán triệt các chủ trương về công nghiệp hóa, hiện đại hóa đất nước tại Nghị quyết Đại hội đại biểu toàn quốc lần thứ XIII. Công tác thể chế hóa các chủ trương về phát triển công nghiệp và thương mại của Nghị quyết theo Công văn số 38-CV/BCSĐ ngày 12 tháng 05 năm 2021 của Ban cán sự đảng Bộ Công Thương (xây dựng Chương trình hành động, Chiến lược, Đề án, Kế hoạch; ban hành cơ chế, chính sách; các chương trình, dự án quan trọng phát triển công nghiệp, thương mại của địa phương giai đoạn 2021 - 2030, tầm nhìn đến năm 2045).

2. Tình hình thực hiện các nhiệm vụ và giải pháp chủ yếu

2.1. Công tác tích hợp và cụ thể hóa những nội dung phát triển công nghiệp, thương mại trong Quy hoạch phát triển kinh tế - xã hội của tỉnh, của vùng và của quốc gia.

2.2. Phát triển công nghiệp, tiểu thủ công nghiệp

- Tháo gỡ khó khăn bằng cơ chế, chính sách của địa phương để phát triển mạnh mẽ các ngành công nghiệp nền tảng, nhất là các ngành công nghiệp hỗ trợ, công nghiệp vật liệu, công nghiệp hóa chất, công nghiệp cơ khí, chế tạo, chế biến, công nghiệp điện tử..., trong đó, ưu tiên phát triển các ngành sử dụng nguyên liệu, vật liệu có lợi thế tại địa phương.

- Tạo điều kiện thuận lợi và có cơ chế khuyến khích các doanh nghiệp trong nước phát triển để bảo đảm nền kinh tế độc lập, tự chủ.

2.3. Phát triển thương mại

- Thúc đẩy phát triển mạnh mẽ thương mại trong nước theo hướng hiện đại, tăng trưởng nhanh và bền vững, phát triển các phương thức tổ chức giao dịch hiện đại, văn minh, gắn với việc nâng cao uy tín chất lượng hàng Việt Nam.

- Thực hiện cơ cấu lại thương mại trong nước theo hướng đổi mới sáng tạo và số hóa, công nghệ hóa phương thức kinh doanh, hỗ trợ hiệu quả cho các doanh nghiệp, các chủ thể tham gia vào chuỗi sản xuất và cung ứng hàng hóa.

- Ban hành hoặc đề xuất ban hành, triển khai các cơ chế xây dựng và bảo vệ các doanh nghiệp, thương hiệu trong nước trước sức ép cạnh tranh, mua bán và sáp nhập của các nhà đầu tư nước ngoài trong bối cảnh hội nhập quốc tế ngày càng sâu rộng.

- Tổ chức và vận hành hiệu quả các hệ thống cung ứng, phân phối hàng hóa thiết yếu trên thị trường, hạn chế sự phụ thuộc, chi phối của các doanh nghiệp nước ngoài, các tập đoàn đa quốc gia.

2.4. Bố trí nguồn lực của địa phương, tổ chức bộ máy và các cơ chế phù hợp, khả thi để triển khai các chính sách, chương trình hành động trong ngành Công Thương tại địa phương. Đẩy mạnh cơ chế huy động nguồn vốn xã hội hóa để đầu tư phát triển công nghiệp và thương mại trên địa bàn.

2.5. Xây dựng và phát triển hạ tầng công nghiệp - thương mại tại địa phương đồng bộ, hiện đại. Tập trung ưu tiên các loại hình hạ tầng có tính lan tỏa, chú trọng đầu tư phát triển hạ tầng công nghiệp - thương mại khu vực nông thôn, vùng sâu, vùng xa và hải đảo.

To: Departments of Industry and Trade of provinces and centrally-affiliated cities

On May 12, 2021, the Party caucus committee of the Ministry of Industry and Trade issued the Official Dispatch No. 38-CV/BCSD on thorough understanding of contents of industry and trade development in the Resolution of the 13th National Congress of the Party concerning the guidelines for industrialization and modernization of the country.  To implement the above Resolution and strengthen close coordination in the management and development of local industry and trade according to Official Dispatch No. 38-CV/BCSD, the Ministry of Industry and Trade requests each Departments of Industry and Trade of province or centrally affiliated city to perform certain tasks below:

1. Industry and trade development

Pursuant to the Resolution of the 13th National Congress of the Party, the Strategy for Socio-Economic Development for the period 2021-2030, with a vision to 2045, the Strategy for Vietnam's Industrial Development to 2025, with a vision to 2035, Resolution No. 23-NQ/TW dated March 22, 2018 of the Politburo on orientations for building national industrial development policies to 2030, with a vision to 2045, Resolution No. 124/NQ-CP dated September 3, 2020 of the Government promulgating the Action Program to implement Resolution No. 23-NQ/TW and Resolution No. 115/NQ-CP dated August 6, 2020 of the Government on solutions to promote the development of ancillary industries; the Department of Industry and Trade shall advise the People's Committee of the province on formulation and approval of the implementation of strategies and projects for the development of local industries and trade in the 2021-2030 period, with a vision to 2045, and further integrate these contents into regional and provincial planning for implementation.  In particular, priority should be given to attracting investment and strongly developing fundamental industries, especially ancillary industries, materials industry, chemical industry, mechanical industry, processing, manufacturing, and electronics industry, etc.

2. Industry and trade infrastructure development

In the course of making the provincial planning for the period of 2021-2030, the Department of Industry and Trade shall request the People's Committee to assign specific tasks to the Department of Industry and Trade and specialized agencies to review the actual existing circumstances and the needs to make plans/planning for development of industry and trade infrastructure (i.e. plan for development of industrial clusters; trade infrastructure system; plan for development of the power supply network, power transmission and distribution network; the plan for development of industrial parks; etc.)  for maintaining the suitability and consistency with the regional planning, national planning; as a basis for integration into the provincial planning and submission to the competent authority for approval. It should be noted that:

- Regarding the plan for development of industrial clusters, the Department of Industry and Trade shall comply with Decree No. 66/2020/ND-CP dated June 11, 2020 of the Government on amendments to Decree No. 68/2017/ND-CP dated May 25, 2017 of the Government on management and development of industrial clusters.  For close coordination and ensuring the quality of the industrial cluster development plan, the Department of Industry and Trade shall cooperate with the People's Committee of province in seeking a consultation from the Ministry of Industry and Trade in writing for opinions on the suitability and compliance with the Decree. No. 66/2020/ND-CP.

- Regarding the trade infrastructure development plan (including markets, supermarkets, shopping malls, logistics centers, exhibition centers, warehouses, petroleum and gas infrastructure, etc.), the Department of Industry and Trade shall research, develop, integrate it into the provincial planning, and then submit it for approval according to the planning law.

After the provincial planing is approved, the Department of Industry and Trade shall take charge and coordinate with relevant agencies and units in formulating programs and plans for development of the province's power supply network, and seeking the consent of the Ministry of Industry and Trade before approval and implementation.

- Regarding chemical sector: In order for the chemical industry to develop sustainably, ensure safety and protect the environment, the solution to orient the chemical businesses to invest in centralized industrial parks and clusters are one of the current prioritized solutions.  Therefore, in the process of formulating the provincial planning, the Department of Industry and Trade shall coordinate with the Ministry of Industry and Trade to study and survey the possibility of establishing more chemical industrial zones and clusters in the province.

3. Implementation of policies on industry and trade development.

- Based on the approved provincial planning, development orientations of industries and trade sectors and local existing circumstances, the Department of Industry and Trade shall report the People's Committee to assign the Department of Industry and Trade to take charge and coordinate with other departments, relevant sectors and units to develop, submit to competent authorities for approval, organize the implementation of specific schemes, programs and plans to support and ensure the implementation of the orientations and objectives of industry and trade development in the period of 2021-2030.

- Regularly review the situation, grasp the difficulties and problems to promptly report to the People's Committee of province for direction to handle, resolve and promote the strong development of the fundamental industries.

Every 6 months (before July 15 of the reporting year) and annually (before January 15 of the following year) report the results (according to the attached outline) to the Ministry of Industry and Trade (via address: local Department of Industry and Trade, No. 25 Ngo Quyen, Hoan Kiem District, Hanoi City).The Ministry of Industry and Trade requests the Departments of Industry and Trade of the provinces and centrally-affiliated cities to implement and coordinate the implementation of the above matters./.

REPORT OUTLINE

ON IMPLEMENTATION OF THE RESOLUTION OF THE 13TH NATIONAL CONGRESS OF THE PARTY ON GUIDELINES FOR INDUSTRIALIZATION AND MODERNIZATION OF THE COUNTRY

I. Initiation

1. Propaganda, study and thorough understanding of the guidelines for industrialization and modernization of the country at the Resolution of the 13th National Congress of the Party.  The institutionalization of industry and trade development policies of the Resolution according to Official Dispatch No. 38-CV/BCSD dated May 12, 2021 of the Party Caucus committee of the Ministry of Industry and Trade (developing Action plans, Strategies, Schemes, Plans; promulgate mechanisms and policies; important programs and projects for industry and trade development in the local areas for the period of 2021 - 2030, with a vision to 2045).

2. Performance of primary tasks and solutions

2.1. The integration and elaboration of the contents of industry and trade development in the socio-economic development planning of the province, region and the country.

2.2. Industry and handicraft development

- Resolve difficulties by local mechanisms and policies to strongly develop fundamental industries, especially ancillary industries, materials industry, chemical industry, mechanical industry, processing, manufacturing, and electronics industry, etc., in which, prioritizing the development of industries using materials being local advantages.

- Facilitate and adopt mechanisms for the development of domestic enterprises to ensure an independent and self-reliant economy.

2.3. Trade development

- Promote strong development of domestic trade towards modernity, fast and sustainable growth, modern and civilized transaction methods, associated with improvement of reputation and quality of Vietnamese goods.

- Restructure domestic trade towards innovation and digitization, technologizing business methods, effectively supporting enterprises and entities involved in the production and supply chain.

- Promulgate or propose to promulgate and implement mechanisms to build and protect domestic enterprises and brands against competitive pressure, mergers and acquisitions of foreign investors in the context of deepening international integration.

- Effectively organize and operate the supply and distribution systems of essential goods on the market, limit the dependence and domination of foreign enterprises and multinational corporations.

2.4. Allocate local resources, organize apparatus and feasible mechanisms to implement policies and action programs in the local industry and trade sector.  Step up the mechanism of mobilizing private sector involvement to investment in industry and trade development in the local area.

2.5. Build and develop synchronous and modern local industry and trade infrastructure.  Prioritize types of pervasive infrastructure, focus on investment in the development of industry and trade infrastructure in rural, remote and island areas.

Primary tasks and solutions (to concretize goals:  By 2025, Vietnam will be a developing country with modern industry, surpassing the low-middle income level and the proportion of manufacturing and processing industry in GDP will reach over 25%; by 2030, Vietnam will be a developing country with modern industry and high middle income; and by 2045 to become a developed, high-income country).
