To have the basis for requesting the National Assembly of Vietnam to permit the Law on Land 2024 to be effective from July 1, 2024 and applying the Law on Land 2024 early, Prime Minister of Vietnam Pham Minh Chinh has the following suggestions:
- The Minister of Natural Resources and Environment of Vietnam shall:
+ Take charge and cooperate with relevant ministries and central authorities in presenting the Government of Vietnam with the Decree elaborating on the implementation of the Law on Land 2024; Decree on basic land surveys and registration, issuance of certificates of land use rights and rights to property on land, and the system of information on land; Decree on compensation, support, and resettlement upon the State's land expropriation; Decree on land prices; Decree on sea encroachment; Decree on fines for administrative violations in the land sector.
+ Take charge and cooperate with relevant ministries and central authorities in, within their jurisdiction, developing and promulgating the Circular on land survey and assessment techniques and land restoration, renovation, and protection techniques; Circular on land statistics and inventory and formulation of land use situation maps; Circular on cadastral records and certificates of land use rights and rights to property on land; Circular on contents, structures, and types of information in national databases on land.
- The Minister of Finance shall:
+ Take charge and cooperate with relevant ministries and central authorities in presenting the Government of Vietnam with the Decree on land development funds and the Decree on collection of land use levies and land rents.
+ Take charge and cooperate with relevant ministries and central authorities in developing and promulgating the Circular on fees for utilization and use of land documents, collection, payment, management, and use thereof within their jurisdiction.
- Ministers of Natural Resources and Environment, Finance, Agriculture and Rural Development, Labor – War Invalids and Social Affairs, and Home Affairs of Vietnam and Presidents of People's Councils and People's Committees of provinces shall focus on the urgent implementation of the mentioned tasks, ensuring the time limit for presentation according to the directive of the Prime Minister of Vietnam prescribed in Decision No. 222/QD-TTg 2024 on the promulgation of plans to implement the Law on Land 2024.
- Before March 31, 2024, the Ministry of Natural Resources and Environment of Vietnam shall take charge and cooperate with the Ministry of Justice of Vietnam and relevant authorities in presenting the Government of Vietnam with the draft statement of the Government of Vietnam (enclosed with the draft Resolution of the National Assembly of Vietnam) requesting the National Assembly of Vietnam to permit the Law on Land 2024 to be effective as of July 1, 2024.
