Regulations in force in late January 2017

Four new prominent regulations shall come into effect in late January 2017 (from the 21st to 31st of January 2017):

1. Abrogation of Decision No. 62/2007/QD-BGDDT on teacher recruitment

Such content is defined in the Circular No. 25/2016/TT-BGDDT on the abrogation of legislative documents promulgated by the Ministry of Education and Training. It stipulates that:

-  Decision No. 62/2007/QĐ-BGDDT on the content and mode of teacher employment in kindergartens, public secondary schools and continuing education institutions is abrogated;

- Article 3 of the Circular No. 37/2011/TT-BGDDT on amendment to Article 5 and Article 13 of the Decision No. 62/2007/QĐ-BGDDT is abrogated.

Circular No. 25/2016/TT-BGDDT takes effect as of January 30, 2017.

2. Occupational codes of public employees in the sector of national defense

As of January 21, 2017, the Circular No. 201/2016/TT-BQP on the list, criteria and occupational codes of public employees in the sector of national defense shall come into force.

The list and occupational codes of public employees in the sector of national defense include:

- Second-grade kindergarten teacher coded V.07.02.04

- Third-grade kindergarten teacher coded V.07.02.05

- Fourth-grade kindergarten teacher coded V.07.02.06

- Fourth-grade technician coded V.05.02.08

- Third-grade class supplies maintainer coded V.12.01.01

- Fourth-grade class supplies maintainer coded V.12.01.02

- Third-grade receptionist cum interpreter coded V.12.02.03

- Fourth-grade receptionist cum interpreter coded V.12.02.04

Details of the occupational criteria of public employees in the sector of national defense are available in the Circular No. 201/2016/TT-BQP.

3. New regulation on the inspection of the fulfillment of auditors’ conclusions and recommendations

Decision No. 07/2016/QD-KTNN regulates the inspection of the following fulfillment of state auditors’ conclusions and recommendations:

- The leadership and command of leaders and heads over the effectuation of the auditor's conclusions and recommendations;

- The actual time of reporting of the result of fulfillment of the auditor’s recommendations in comparison with the deadline defined in the audit report of the audit team or the notice of result of audit of the audited entity;

- The effectuation of the auditor’s conclusions and recommendations on processing of economic operations; payment of financial obligations to the state budget; legal compliance; review of teams’ and individuals’ actions; revision to management and operation policies;

- The identification of the auditor’s conclusions and recommendations that the entity has fulfilled with specific evidences; and those not fulfilled, reasons and solutions.

Decision No. 07/2016/QD-KTNN takes effect as of January 28, 2017 and replaces the Decision No. 1223/QD-KTNN.

4. Provincial library’s professional responsibilities

Circular No. 13/2016/TT-BVHTTDL on the operational pattern of a public library defines a provincial library's professional responsibilities for:

- Establishing and developing the library’s resource of written materials.

- Processing information and organizing a search engine.

- Arranging written materials in main categories such as newspaper, magazine, adult’s content, children’s content, exchange and disabled readers’ content.

- Preserving written materials.

- Organizing monographic activities.

- Developing the library network and reading culture.

- Organizing the activities of communication and mobilization.

- Conducting the reporting regime and library statistics.

- Providing new library products and services:

+ Extracurricular learning support services: self-learning space; educational programs based on public demands; seminars, talks, etc;

+ Recreational services: book café and other services;

+ Public Internet access service;

+ Consultancy and professional supports for other local libraries.

Circular No. 13/2016/TT-BVHTTDL takes effect as of January 22, 2017.
