Decrees and Prime Minister’s decisions to take effect in mid-August 2016

These decrees and Prime Minister’s decisions shall come into force on the 11th to 20th of August 2016.

1. Higher monthly allowance for youth volunteers

Prime Minister has promulgated the Decision No. 29/2016/QD-TTg which revises the monthly allowance for youth volunteers fulfilling missions in the resistance war:

Beneficiaries of the monthly allowance defined in the Decision No. 40/2011/QD-TTg shall receive:

- The allowance of VND 540,000 per month, which was previously VND 360,000 per month, as of January 01, 2016.

- If a beneficiary passes away on or after January 01, 2016 though his allowance is not yet increased, the undertaker shall retrieve the differential between the former and revised allowances (i.e. VND 180,000 per month) from January 01, 2016 to the month that the youth volunteer passes away.
 
This Decision shall take effect as of August 20, 2016.

2. Additional eligibility for educational rehabilitation in a commune, ward or town

Decree No. 56/2016/ND-CP in effect as of August 15, 2016, amends the Decree No. 111/2013/ND-CP on the implementation of administrative and educational measures in communes, wards and towns.

Drug addicts aged 18 or older, who live in a fixed place of dwelling, shall be subjected to educational rehabilitation in the relevant commune, ward or town provided that:

They are caught using narcotic substances illegally albeit their participation in a home-based or community-based voluntary detoxification program or an opioid substitution therapy as per the law

Such measure shall be implemented in sync with the home-based or community-based voluntary detoxification program or the opioid substitution therapy.

The duration of such measure shall be 03 months upon the exposure of their use of narcotics.

3. Promulgation of a decree on photography activities

On August 15, 2016, the Decree No. 72/2016/ND-CP on photography activities shall take effect. Prominent details are:

- The government shall legislate on supports, investments and promotion of photography activities; particularly on stimulants to the application of advanced technologies in photography.

- Certain actions from which participants in photography activities are prohibited are:

+ Edit or mix photos to generate false details to distort the history; negate achievements of the revolution; insult celebrated persons, national heroes, leaders and great men of culture; vilify and violate the reputation of organization or the honor and dignity of individuals.

+ Propagandize against the Socialist Republic of Vietnam or sabotage the great national unity bloc.

- It regulates formalities for licensing of photography galleries in Vietnam and exhibition of Vietnamese photography works in a foreign country.

4. Regulation on the operation of Cam Ranh International Port

The regulation is enclosed to the Decision No. 25/2016/QD-TTg which shall come into force as of August 15, 2016.

Prominent details include:

- Tan Cang - Petro Cam Ranh Limited Liability Company with two members shall carry out national defense missions in sync with the economic and social development.
 
- Consigners must inform the Director of the said company in writing when they sell, purchase, pack, and repack goods, arrange, rearrange, reinforce, repair and replace containers inside the Port.

Moreover, this Regulation defines 15 services that are provided in the international port.
