DECISION
ON THE ISSUANCE OF
THE PLAN OF THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS TO IMPLEMENT THE
PROJECT FOR SCALING UP THE INTERGENERATIONAL SELF-HELP CLUB MODEL FOR THE
PERIOD OF 2024–2025
MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS
Pursuant to Decree No. 62/2022/ND-CP dated
September 12, 2022 of the Government on the functions, duties, powers, and
organizational structure of the Ministry of Labor, Invalids and Social Affairs;
Pursuant to Decision No. 1336/QD-TTg dated
August 31, 2020 of the Prime Minister on approval for the Project for Scaling
Up the Intergenerational Self-Help Club Model by 2025;
At the request of the Director of the Department
of Social Assistance;
HEREBY DECIDES:
Article 1. Issue together with this Decision
the Plan of the Ministry of Labor, Invalids and Social Affairs to implement the
Project for Scaling Up the Intergenerational Self-Help Club (ISHC) model for
the period of 2024–2025.

Article 3. This
Decision shall enter into force upon signing. The Chief of the Ministry’s
Office, Director of the Department of Social Assistance, Director of the
Department of Planning and Finance, and Heads of relevant units shall implement
this Decision./.

OF THE MINISTRY OF
LABOR, INVALIDS AND SOCIAL AFFAIRS TO IMPLEMENT THE PROJECT FOR SCALING UP THE
INTERGENERATIONAL SELF-HELP CLUB MODEL FOR THE PERIOD OF 2024–2025
(Issued together with Decision No. 1335/QD-LDTBXH dated August 29, 2024, of
the Minister of Labor, Invalids and Social Affairs)
Population aging is a global issue that has become
a significant challenge, profoundly impacting economic and social stability and
development in many countries worldwide. Vietnam is recognized as one of the
countries with the fastest population aging rate globally. Projections
indicate that by 2050, the proportion of people aged 60 and older will exceed
25%; notably, 2036 will mark the transition from an “ageing society” to an
“aged society.” In response, the Ministry of Labor, Invalids and Social
Affairs, as the lead agency, has collaborated with relevant bodies to study,
identify challenges, and learn from countries with more advanced experiences in
developing comprehensive policies and solutions to address the risks associated
with population aging.
On August 31, 2020, the Prime Minister issued
Decision No. 1336/QD-TTg on approval for the Project for Scaling Up the
Intergenerational Self-Help Club Model by 2025. This Project aims to: Enhance
the effectiveness of the ISHC model to sustain and further scale up the clubs,
mobilizing the participation of older persons, the Vietnam Association of the
Elderly, various sectors, and communities to enhance the physical and mental
well-being of older persons; provide healthcare, eradicate hunger and reduce
poverty, contribute to building new rural areas, civilized urban areas, while
protecting the rights of older persons. This contributes to the Government's
Action Program under Resolution No. 137/NQ-CP dated December 31, 2017 on
implementation of Resolution No. 21-NQ/TW dated October 25, 2017 of the sixth
meeting of the 12th Central Committee of the Communist Party of Vietnam on
population work in the new context and the National Action Program on Older
Persons.

To ensure the continued effective implementation of
the Project, the Ministry of Labor, Invalids and Social Affairs assigns the
Department of Social Assistance as the focal point to coordinate with the
Vietnam Association of the Elderly, relevant ministries, and agencies to
develop the Plan for implementing the Project for the period 2024–2025, with
the following main contents:
I. OBJECTIVES AND REQUIREMENTS
1. The issuance of the Plan for implementing the
Project is developed based on the tasks assigned to the Ministry of Labor, War
Invalids, and Social Affairs (under Decision No. 1336/QD-TTg dated August 31,
2020 of the Prime Minister).
2. The Plan aims to concretize the solutions
outlined in the Project through practical measures aligned with the
implementation plan of the Ministry of Labor, Invalids and Social Affairs, in
collaboration with the Vietnam Association of the Elderly, relevant agencies,
and localities, to achieve and surpass the established objectives and targets.
3. The Plan emphasizes proactive roles and
coordination among relevant agencies and units to maximize resources for
achieving the outlined objectives and tasks.
II. BENEFICIARIES AND
SCOPE
1. Scope: The Project is implemented in all
localities across the country.
2. Beneficiaries: Old persons and their families,
women, and other community members. Special attention is given to elderly women
who are poor or near-poor, elderly persons from ethnic minority groups, and
elderly persons in difficult circumstances.

1. Training and guidance for Project implementation
a) Objectives: Officials working on elderly affairs
at all levels, members of the Vietnam Association of the Elderly, club
management boards, and members of Intergenerational Self-Help Clubs should
understand the role of Intergenerational Self-Help Clubs.
Assist agencies and units in establishing,
organizing, and managing Intergenerational Self-Help Clubs; support club
management boards in understanding the operation and implementation of club
activities; and address challenges encountered during assistance activities to
enhance the role of older persons.
b) Scope of activities:
Organize 5 to 7 training sessions annually,
prioritizing northern mountainous regions, the Central Highlands, and the
Mekong Delta, focusing on the following key areas:
- Provide guidance on establishing new
Intergenerational Self-Help Clubs; maintaining and improving existing clubs to
meet targets in both quantity and quality.
- Guide the management of Intergenerational
Self-Help Clubs, including activities such as income generation,
healthcare, home-based care by volunteers, self-help and community support,
rights and benefits protection, communication, sports, cultural and artistic activities,
and resource mobilization.
- Provide guidance on monitoring and supervising
the implementation and expansion of the Intergenerational Self-Help Club model.

2. Monitoring and supervising the implementation of
the Plan
a) Objectives: Ensure that grassroots-level
implementation aligns with assigned functions, tasks, and legal regulations;
guarantee that the activities of the Intergenerational Self-Help Clubs (ISHCs)
meet their intended purposes and support the correct beneficiaries.
b) Implementation content:
Organize inspection teams to monitor the
implementation of the Plan and evaluate the operations of the ISHC model in
various localities.
c) Assignment of responsibilities:
- Lead agency: Department of Social Assistance
- Collaborating parties: Central Vietnam
Association of the Elderly, localities, and relevant agencies.
3. Evaluating and summarizing five years of
implementation of the Plan

b) Implementation content:
- Conduct research, surveys, and evaluations of the
Plan's implementation.
- Organize workshops and summarize five years of
Plan implementation.
c) Assignment of responsibilities:
- Lead agency: Department of Social Assistance
- Collaborating parties: Central Vietnam
Association of the Elderly, localities, and relevant agencies.
IV. FUNDING
1. Regular funding from the State Budget to support
the following activities: planning, providing guidance for implementing
the Plan; conducting training for trainers and initial training for localities;
developing instructional materials; communication and outreach; monitoring and
supervising the establishment and expansion of the model; and summarizing the
implementation of the Plan.
2. Mobilizing contributions from organizations,
individuals, and international entities in accordance with legal regulations to
implement the Plan.

1. The Department of Social Assistance shall
coordinate with the Vietnam Association of the Elderly to:
- Issue guidelines for localities and Elderly
Associations at all levels to implement the Project annually.
- Organize training sessions to guide the
establishment of new Intergenerational Self-Help Clubs and maintain and
strengthen the existing clubs.
- Conduct training on managing Intergenerational
Self-Help Clubs.
- Carry out inspections and supervision of the
implementation and expansion of the Intergenerational Self-Help Club model.
- Prepare reports and organize a five-year review
and evaluation of the Project’s implementation.
2. The Department of Planning and Finance shall:
allocate funding to support activities in accordance with the provisions of the
Law on State Budget.
