ON
APPROVAL OF THE MASTER PLAN OF DEVELOPMENT OF BẢN GIỐC WATERFALL TOURISM
CENTRE, CAO BẰNG PROVINCE
THE PRIME MINISTER
Based on the Law on
Government on December 25, 2001;
Based on the Law on Tourism
on June 14, 2005;
Based on the Law on Cultural
Heritage on June 29, 2001;
Based on Decision No.
97/2002/QD-TTg on July 22, 2002 of the Governmental Prime Minister approving
the Strategy of Development of Vietnam Tourism for 2001-2010 period;
Considering the proposal of
the Head of the Vietnam National Administration of Tourism (under the Ministry
of Culture, Sports and Tourism) and the Minister of Planning and Investment,

Article 1. To approve the
Master Plan of development of the Bản Giốc Waterfall Tourism Centre, Cao Bằng
Province with the following main contents:
1/ The scope of the plan:
The Bản Giốc Waterfall Tourism
Centre has a scope of about 1,000-hectare land area belonging to Đàm Thủy
Commune, Trùng Khánh district, Cao Bằng province. The boundary of the Tourism
centre is defined in detail as follows:
- The Northeast is adjacent to
the national border line with China;
- The North is adjacent to Lũng
Nọi village, Lũng Phiắc (the upper branch of the Quây Sơn river),
- The Northwest is adjacent to
Chang hamlet, Giộc Mạ village, Nà Ay;
- The West is adjacent to
provincial road 206 and Gun stream;
- The South is adjacent to Phia
Lác Mountain, Thuôn hamlet and part of the boundary of Hạ Lang district.

b) To build and develop the Bản
Giốc Waterfall Tourism Centre with a reasonable scope, meeting the tourists’
requirements so that in 2010 it is possible to welcome 90,000 tourist arrivals
per year, in which 13,500 are international tourist arrivals; in 2015, about
350,000 tourist arrivals per year, in which about 70,000 international tourist
arrivals; in 2020, about 1,000,000 tourist arrivals per year, in which about
350,000 international tourist arrivals.
3/ Main orientation of
development:
a) To build and develop the Bản
Giốc Waterfall Tourism Centre to meet the requirements of international and
domestic tourists. To invest in building the material and technical basis of
good quality to attract ever more international tourists, first of all,
international tourists from China, from Hanoi and the Northern provinces.
b) To develop the tourism
products in combination with other forms such as going sightseeing to the
places of interest, the cultural hamlets of ethnic minorities, week-end
holidays, entertainment, adventure sports and other tourism forms, in which
attention shall be paid to developing the tourism products reflecting the
special characteristics of the Bản Giốc tourism.
c) To organize the tourism space
including these functions:
- The centre for
reception, tourism management and public services;
- The Fall tour in
combination with cultural festivals;
- The lodging area;
- The cave tour in
combination with mountain climbing;

- The cultural centre of
the ethnic minorities;
- The concentrated urban
residential area;
- The karst park area in
combination with green trees scape.
d) Investment and development:
- The 2007-2010 stage: To focus
on investment and development of ỉnfrastructure, the main material and
technical basis for tourism to serve tourists in combination with preservation
of tourism environment and resources.
- The 2011-2015 stage: To
continue to build and complete the infrastructure system of the Bản Giốc
Waterfall Tourism Centre, invest in building the items of projects in
conformity with the characteristics and requirements of operation of the Bản
Giốc Waterfall Tourism Centre.
- The 2016-2020 stage: To
complete fundamentally all the objectives and tasks of building the Bản Giốc
Waterfall Tourism Centre, in order to prepare all the conditions to turn the
Bản Giốc Waterfall Tourism Centre into one of the key tourism spots of the
region.
4. Solution to implementation:
a) To have suitable policy to
mobilize the resources for investment and development of the Bản Giốc Waterfall
Tourism Centre in accordance with the devised objectives.

c) To build and implement the
tourism promotion programme in conformity with the objectives of developing the
Bản Giốc Waterfall Tourism Centre in combination with the tourism promotion of
Cao Bằng province and of the country.
d) The investment in building
the projects at the Bản Giốc Waterfall Tourism Centre shall be made in
accordance with the stipulations of the law on environmental and resource
protection in order to develop sustainable development.
Article 2. Implementation
organization:
1/ The Ministry of Culture,
Sports and Tourism is responsible:
To co-ordinate with the People’s
Committee of Cao Bằng province and the relevant agencies to deploy the
implementation of the Master Plan of developing the Bản Giốc Waterfall Tourism
Centre in order to guarantee investment and construction in accordance with the
Plan; to train human resource for tourism; to connect the propaganda work of
the Bản Giốc Waterfall Tourism Centre to the propaganda and promotion progamme
of national tourism; to have mechanism and policy to encourage the traveling
agents to take travelers to the Bản Giốc Waterfall Tourism Centre and other
tourism sports of Cao Bằng province.
2/ The Ministry of Planning and
Investment in co-ordination with the Ministry of Finance to consider and submit
to the authorized level an amendment of the objectives from the Central Budget
to Cao Bằng province in order to invest in infrastructure of the Bản Giốc
Waterfall Tourism Centre in accordance with the stipulations of the Law on
State Budget and other stipulations of the relevant laws.
3/ The People’s Committee of Cao
Bằng province is responsible:
a) to organize to make public
the Master Plan of developing the Bản Giốc Waterfall Tourism Centre to
organizations and individuals for implementation.
b) to guide the functional
agencies to deploy the implementation in accordance with the Master Plan of
developing the Bản Giốc Waterfall Tourism Centre; to propose the adjustment,
amendment and addition ò the Plan to be in conformity with the requirements of
the economic and social development of Cao Bằng province.

d) to build and deploy the
implementation of the tourism propaganda and promotion programme of the
Bản Giốc Waterfall Tourism
Centre. To take measures to mobilize the resources for investment in developing
the Bản Giốc Waterfall Tourism Centre.
4. The ministries, branches and
relevant agencies by basing themselves on the function and rights and
obligations are responsible to take charge of co-ordinating with the Ministry
of Culture, Sports and Tourism and the People’s Committee of Cao Bằng province
to implement this Plan.
Article 3. This Decision
shall take effect after 15 days of its publication in the Gazette.
The Ministers, Vice-Ministers of
the ministerial-level agencies, the heads of the Governmental agencies,
Chairman of the People’s Committee of Cao Bằng province shall be responsible
for the implementation of this Decision.
