SỬA ĐỔI, BỔ SUNG MỘT SỐ ĐIỀU CỦA THÔNG TƯ SỐ 21/2019/TT-BNNPTNT NGÀY 28 THÁNG 11 NĂM 2019 CỦA BỘ TRƯỞNG BỘ NÔNG NGHIỆP VÀ PHÁT TRIỂN NÔNG THÔN HƯỚNG DẪN MỘT SỐ ĐIỀU CỦA LUẬT CHĂN NUÔI VỀ THỨC ĂN CHĂN NUÔI

Căn cứ Nghị định số 105/2022/NĐ-CP ngày 22 tháng 12 năm 2022 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Bộ Nông nghiệp và Phát triển nông thôn;

Căn cứ Luật Chăn nuôi ngày 19 tháng 11 năm 2018;

Theo đề nghị của Cục trưởng Cục Chăn nuôi;

Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn ban hành Thông tư sửa đổi, bổ sung một số điều của Thông tư số 21/2019/TT-BNNPTNT ngày 28 tháng 11 năm 2019 của Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn hướng dẫn một số điều của Luật Chăn nuôi về thức ăn chăn nuôi.

Điều 1. Sửa đổi, bổ sung một số điều của Thông tư số 21/2019/TT-BNNPTNT ngày 28 tháng 11 năm 2019 của Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn hướng dẫn một số điều của Luật Chăn nuôi về thức ăn chăn nuôi (sau đây viết tắt là Thông tư số 21/2019/TT-BNNPTNT)

1. Sửa đổi, bổ sung khoản 4 Điều 4 như sau:

“4. Thức ăn chăn nuôi có chứa thuốc thú y để phòng, trị bệnh cho vật nuôi

a) Thức ăn hỗn hợp hoàn chỉnh cho gia súc, gia cầm và thức ăn tinh cho gia súc ăn cỏ chứa thuốc thú y có thành phần kháng sinh để phòng, trị bệnh cho vật nuôi phải ghi đủ các thông tin: Tên và hàm lượng kháng sinh, mục đích sử dụng kháng sinh, hướng dẫn sử dụng, thời gian ngừng sử dụng, tên và địa chỉ trang trại hoặc cơ sở chăn nuôi (đối với trường hợp điều trị, điều trị dự phòng) trên nhãn sản phẩm hoặc tài liệu kèm theo khi lưu hành phù hợp với nội dung ghi trong đơn thuốc của người kê đơn thuốc thú y theo quy định của pháp luật về chăn nuôi, thú y;

b) Thức ăn hỗn hợp hoàn chỉnh cho gia súc, gia cầm và thức ăn tinh cho gia súc ăn cỏ chứa thuốc thú y không phải kê đơn theo quy định về thú y để phòng, trị bệnh cho vật nuôi phải ghi đủ các thông tin: Tên và hàm lượng hoạt chất có tác dụng phòng, trị bệnh; mục đích sử dụng; hướng dẫn sử dụng; thời gian ngừng sử dụng trên nhãn sản phẩm hoặc tài liệu kèm theo khi lưu hành phù hợp với hướng dẫn sử dụng của nhà sản xuất thuốc thú y và pháp luật về quản lý thuốc thú y.”

2. Bổ sung khoản 5 vào sau khoản 4 Điều 4 như sau:

“5. Thức ăn chăn nuôi đã công bố hợp quy trước khi lưu thông trên thị trường phải thể hiện dấu hợp quy như sau:

a) Thức ăn chăn nuôi thuộc đối tượng quy định tại khoản 2 và khoản 3 Điều này: Dấu hợp quy được thể hiện trong tài liệu kèm theo quy định tại Phụ lục III ban hành kèm theo Thông tư này;

b) Thức ăn chăn nuôi không thuộc đối tượng quy định tại điểm a khoản này: Dấu hợp quy được thể hiện trên nhãn hoặc bao bì của sản phẩm hoặc trong tài liệu kỹ thuật kèm theo lô hàng khi lưu hành. Tài liệu kỹ thuật bao gồm các thông tin tối thiểu: Tên cơ sở chịu trách nhiệm về hàng hóa, địa chỉ sản xuất bảo đảm truy xuất được nguồn gốc, xuất xứ của sản phẩm; tên sản phẩm; số tiêu chuẩn công bố áp dụng.”

3. Sửa đổi, bổ sung Điều 5 như sau:

“Điều 5. Báo cáo tình hình sản xuất và kiểm tra chất lượng thức ăn chăn nuôi

1. Cơ sở sản xuất thức ăn chăn nuôi thương mại, thức ăn chăn nuôi theo đặt hàng báo cáo tình hình sản xuất thức ăn chăn nuôi theo mẫu quy định tại Phụ lục IV ban hành kèm theo Thông tư này gửi về Cục Chăn nuôi, Sở Nông nghiệp và Phát triển nông thôn trên địa bàn qua Hệ thống cơ sở dữ liệu ngành chăn nuôi của Bộ Nông nghiệp và Phát triển nông thôn hoặc dịch vụ bưu chính hoặc fax hoặc thư điện tử hoặc gửi trực tiếp định kỳ hằng tháng trước ngày 07 của tháng tiếp theo kỳ báo cáo; báo cáo đột xuất khi có yêu cầu của cơ quan có thẩm quyền.

2. Sở Nông nghiệp và Phát triển nông thôn báo cáo kết quả thanh tra, kiểm tra, giám sát chất lượng thức ăn chăn nuôi theo mẫu quy định tại Phụ lục IVa ban hành kèm theo Thông tư này gửi về Cục Chăn nuôi, Thanh tra Bộ Nông nghiệp và Phát triển nông thôn qua Hệ thống cơ sở dữ liệu ngành chăn nuôi của Bộ Nông nghiệp và Phát triển nông thôn hoặc trục liên thông văn bản quốc gia hoặc dịch vụ bưu chính hoặc fax hoặc thư điện tử hoặc gửi trực tiếp định kỳ hằng quý trước ngày 07 của tháng tiếp theo kỳ báo cáo; báo cáo đột xuất khi có yêu cầu của cơ quan có thẩm quyền.

Cục Chăn nuôi chủ trì, phối hợp với Thanh tra Bộ Nông nghiệp và Phát triển nông thôn tổng hợp kết quả thanh tra, kiểm tra, giám sát chất lượng thức ăn chăn nuôi trên phạm vi cả nước.”

Điều 2. Sửa đổi, bổ sung, thay thế, bãi bỏ một số nội dung, Phụ lục của Thông tư số 21/2019/TT-BNNPTNT

1. Bãi bỏ chỉ tiêu côn trùng sống tại số thứ tự 13 Mục 1 Phụ lục I.

2. Sửa đổi, bổ sung phần ghi chú của Mục 1 Phụ lục I như sau:

“- Không bắt buộc thử nghiệm chỉ tiêu Năng lượng trao đổi (ME) trong công tác quản lý nhà nước;

- *Bao gồm các chất thay thế Methionine.”

3. Sửa đổi, bổ sung phần ghi chú của Mục 3 Phụ lục I như sau:

“- Không áp dụng chỉ tiêu độ ẩm hoặc hàm lượng nước đối với sản phẩm dạng lỏng;

- *Tuỳ theo sản phẩm để lựa chọn chỉ tiêu, hình thức công bố phù hợp (Ví dụ: Hình thức công bố là không nhỏ hơn đối với chỉ tiêu vitamin, axit amin);

- **Không áp dụng đối với sản phẩm dạng lỏng.”

4. Thay thế cụm từ “Chỉ tiêu chất lượng quyết định bản chất và công dụng sản phẩm” bằng cụm từ “Chỉ tiêu chất lượng” tại số thứ tự 3 Mục 3 Phụ lục I và số thứ tự 3 Mục 4 Phụ lục I.

5. Sửa đổi, bổ sung phần ghi chú của Mục 4 Phụ lục I như sau:

“- Nguyên liệu đơn có hoặc không có chất kỹ thuật (không phải là chất mang) bắt buộc thêm vào trong quá trình sản xuất, hoàn thiện sản phẩm để duy trì đặc tính kỹ thuật của nguyên liệu đơn và không làm thay đổi bản chất của nguyên liệu đơn; tên và hàm lượng chất kỹ thuật phải được công bố tại mục thành phần nguyên liệu trong bản tiêu chuẩn công bố áp dụng và nhãn sản phẩm;

- Không áp dụng chỉ tiêu độ ẩm hoặc hàm lượng nước đối với sản phẩm dạng lỏng;

- *Tuỳ theo sản phẩm để lựa chọn chỉ tiêu, hình thức công bố phù hợp (Ví dụ: Hình thức công bố là không nhỏ hơn đối với chỉ tiêu vitamin, axit amin);

- **Không áp dụng đối với sản phẩm dạng lỏng.”

6. Sửa đổi, bổ sung điểm e Mục 5 Phụ lục I như sau:

“e) Chỉ tiêu chất lượng

Chỉ tiêu chất lượng bao gồm chất chính và các chất khác.

Thức ăn hỗn hợp hoàn chỉnh cho gia súc, gia cầm; thức ăn tinh cho gia súc ăn cỏ chứa thuốc thú y có thành phần kháng sinh; hoạt chất phòng, trị bệnh cho vật nuôi không phải kê đơn theo quy định của pháp luật về thú y, không bắt buộc phải công bố thông tin kháng sinh; thông tin hoạt chất của thuốc thú y trong bảng chỉ tiêu chất lượng của tiêu chuẩn công bố áp dụng nhưng bắt buộc phải ghi trên nhãn hoặc tài liệu kỹ thuật kèm theo khi lưu hành theo quy định tại khoản 4 Điều 4 Thông tư này.

Thức ăn chăn nuôi sản xuất trong nước có chỉ tiêu chất lượng chưa có phương pháp thử nghiệm được chỉ định hoặc thừa nhận thì không phải công bố hàm lượng chỉ tiêu đó trong bảng chỉ tiêu chất lượng của tiêu chuẩn công bố áp dụng và nhãn sản phẩm nhưng phải ghi thành phần định lượng nguyên liệu chứa chỉ tiêu đó.”

7. Thay thế cụm từ “Thông tin kháng sinh” bằng cụm từ “Thông tin kháng sinh; hoạt chất phòng, trị bệnh” trên mẫu nhãn tại Mục 1, Mục 2 Phụ lục II; Mục 6 Phụ lục III.

8. Thay thế cụm từ “- Đối với thức ăn chăn nuôi nhập khẩu, việc ghi nhãn phụ phải thực hiện theo quy định tại Nghị định số 43/2017/NĐ-CP ngày 14 tháng 4 năm 2017 của Chính phủ về nhãn hàng hóa và quy định tại Thông tư này” bằng cụm từ “- Đối với thức ăn chăn nuôi nhập khẩu: nhãn gốc theo quy định của pháp luật về nhãn hàng hóa, nhãn phụ theo quy định của pháp luật về nhãn hàng hóa và Thông tư này” tại gạch đầu dòng thứ 3 từ trên xuống ở phần ghi chú của Mục 1, Mục 2 và Mục 3 Phụ lục II.

9. Thay thế Phụ lục IV bằng Phụ lục IV ban hành kèm theo Thông tư này.

10. Bổ sung Phụ lục IVa ban hành kèm theo Thông tư này.

11. Sửa đổi, bổ sung một số nội dung tại Phụ lục VI như sau:

a) Bổ sung cụm từ “CaCO3” vào sau cụm từ “đá mảnh” tại số thứ tự 5 Mục I.

b) Bổ sung vào số thứ tự 6 Mục I các nguyên liệu sau:

Nấm men bất hoạt: Nấm men chiếu xạ; nấm men thủy phân; nấm men khô Torula hoặc nấm men khô Candida; nấm men được nuôi cấy trên môi trường rỉ mật đường; nấm men sấy khô; phụ phẩm từ quá trình sản xuất axit amin làm thức ăn chăn nuôi; nguyên liệu thức ăn truyền thống khác.

c) Bổ sung vào số thứ tự 2.1 khoản 1 Mục II các hoạt chất sau:

Cobalt acetate; Cobalt sulfate; Copper carbonate; Copper chelate; Copper chloride hydroxide; Copper polysaccharide; Chromium nicotinate; Chromium chelate; Sodium iodide; Potassium iodate; Potassium iodine; Calcium periodate; Iodine chelate; Zinc chelate; Zinc gluconate; Zinc polysaccharide; Manganese chelate; Magnesium acetate; Magnesium polysaccharide; Iron chelate; Iron polysaccharide; Selenium chelate; Selenium polysaccharide; Potassium chelate.

d) Bãi bỏ cụm từ “Calcium carbonate (limestone), Calcareous marine shells, (Gizzard) Redstone” tại số thứ tự 2.2 khoản 1 Mục II.

đ) Bổ sung vào số thứ tự 2.2 khoản 1 Mục II các hoạt chất sau:

Ammonium sulfate; Calcium chelate; Calcium Diphosphate; Calcium bentonite; Calcium hydrogen phosphorus; Bentonite Calcium Montmorillonite; Hydrous aluminium phyllosilicates; Clay mica; Saponite; Sodium aluminum bentonite; Zeolite; Sodium lignosulfonate; Kaolin; Kaolinite; Quartz; Plagioclase; Rutile; Silica; Biotite; Calcium magnesium carbonate.

e) Bổ sung vào số thứ tự 2 khoản 2 Mục II các vi sinh vật sau:

g) Bổ sung vào số thứ tự 3 khoản 2 Mục II các hoạt chất sau:

- Vi sinh vật có lợi dạng bất hoạt (không bao gồm nấm men bất hoạt); Alcohol ethylic; Alcohols; Alcool benzylique; Aldehyde C18; Ammonium hydroxide; Amonium formate; Amorphous; Amyl acetate; Aspartame; Inulin; thành tế bào nấm men.

h) Bổ sung vào số thứ tự 12 khoản 3 Mục II các hoạt chất sau:

k) Bổ sung vào khoản 5 Mục II các hoạt chất sau:

Beta-Sinensal; Phenethyl alcohol; Delta-Decalactone; Trans-Anethole; D- decalactone; 2-Undecanone; Isoamyl acetate; 3-methylthio propanol; Isoamyl isovelerate; 3-Phenyl-2-propenal; Natural Terpenes; 4-methyl-5-thiazoleethanol.

Điều 3. Quy định chuyển tiếp

1. Nhãn sản phẩm thức ăn chăn nuôi chứa thuốc thú y đã in trước ngày Thông tư này có hiệu lực thi hành chưa đáp ứng quy định về ghi nhãn tại Thông tư này được phép sử dụng đến hết ngày 31 tháng 12 năm 2024.

2. Sản phẩm thức ăn chăn nuôi có nhãn theo quy định tại khoản 1 Điều này sản xuất trước ngày Thông tư này có hiệu lực thi hành tiếp tục được lưu hành đến khi hết hạn sử dụng của sản phẩm.

3. Sản phẩm thức ăn chăn nuôi có nhãn theo quy định tại khoản 1 Điều này sản xuất sau ngày Thông tư này có hiệu lực thi hành, khi lưu thông trên thị trường phải có tài liệu kèm theo ghi thông tin về kháng sinh, hoạt chất phòng, trị bệnh theo quy định tại khoản 4 Điều 4 Thông tư số 21/2019/TT-BNNPTNT được sửa đổi, bổ sung tại khoản 1 Điều 1 Thông tư này.

4. Trường hợp thay đổi về địa chỉ trụ sở, địa chỉ sản xuất do thay đổi về địa giới hành chính, cơ sở sản xuất thức ăn chăn nuôi được tiếp tục sử dụng hết số lượng nhãn đã in thông tin địa chỉ trụ sở, địa chỉ sản xuất trước khi thay đổi.

Điều 4. Điều khoản thi hành

1. Thông tư này có hiệu lực thi hành kể từ ngày 20 tháng 2 năm 2023.

2. Cục trưởng Cục Chăn nuôi, Thủ trưởng các đơn vị thuộc Bộ và các tổ chức, cá nhân có liên quan chịu trách nhiệm thi hành Thông tư này.

Trong quá trình thực hiện Thông tư này, nếu có vướng mắc hoặc cần sửa đổi, bổ sung, đề nghị các cơ quan, tổ chức, cá nhân phản ánh kịp thời về Bộ Nông nghiệp và Phát triển nông thôn (qua Cục Chăn nuôi) để xem xét, giải quyết./.

CIRCULAR

AMENDMENTS TO SOME ARTICLES OF THE CIRCULAR NO. 21/2019/TT-BNNPTNT DATED NOVEMBER 28, 2019 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT ELABORATING TO A NUMBER OF ARTICLES OF LAW ON ANIMAL HUSBANDRY REGARDING ANIMAL FEED

Pursuant to the Government’s Decree No. 105/2022/ND-CP dated December 22, 2022 defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Law on Animal Husbandry dated November 19, 2018;

At the request of the Director General of the Department of Livestock Production;

The Minister of Agriculture and Rural Development hereby promulgates a Circular on amendments to some Articles of the Circular No. 21/2019/TT-BNNPTNT dated November 28, 2019 of the Minister of Agriculture and Rural Development elaborating to a number of articles of Law on Animal Husbandry regarding animal feed.

Article 1. Amendments to some articles of the Circular No. 21/2019/TT-BNNPTNT dated November 28, 2019 of the Minister of Agriculture and Rural Development elaborating to a number of Articles of Law on Animal Husbandry regarding animal feed (hereinafter referred to as “the Circular No. 21/2019/TT-BNNPTNT”)

1. Clause 4 of Article 4 is amended as follows:

a) Complete feeds for livestock and poultry and concentrate feeds for grass-fed livestock which contain veterinary drugs with antibiotics to prevent and cure diseases of domestic animals must fully specify name and content of antibiotics, uses of antibiotics, instructions for use, dosing interval, name and address of the farm or livestock establishment (in the case of treatment or preventive treatment) on the labels or attached documents while in circulation in a manner that is consistent with those written on the prescription given by the veterinary prescriber in accordance with regulations of law on husbandry and veterinary medicine.

b) Complete feeds for livestock and poultry and concentrate feeds for grass-fed livestock which contain over-the-counter veterinary drugs to prevent and cure diseases of domestic animals must fully specify name and content of active ingredients that provide effect in the prevention and cure of diseases; uses; instructions for use; dosing interval on the labels or attached documents while in circulation in a manner that is consistent with the veterinary drug manufacturer’s instructions for use and law on management of veterinary drugs.”

2. Clause 5 is added after clause 4 of Article 4 as follows:

“5. Regarding any animal feed whose conformity has been declared before being circulated in the market, the conformity mark shall be displayed as follows:

a) If the animal feed is the one specified in clause 2 or 3 of this Article, the conformity mark shall be displayed in the attached document specified in the Appendix III to this Circular;

b) If the animal feed is not the one specified in point a of this clause, the conformity mark shall be displayed on its the label or package or in the technical documentation accompanied with the batch while in circulation. The technical documentation shall contain at least name of the establishment responsible for the feed and manufacturing address, facilitating its traceability; name of the feed; number of the standard applied.”

3. Article 5 is amended as follows:

“Article 5. Reporting of manufacture and inspection of quality of animal feeds

1. Every manufacturer of commercial animal feeds and order-based animal feeds shall submit a monthly report on animal feed manufacture using the form provided in the Appendix IV to this Circular to the Department of Livestock Production and local Department of Agriculture and Rural Development through the Livestock Industry Database of the Ministry of Agriculture and Rural Development or by post or fax or email or in person before the 07^th of the month following the reporting period; an ad hoc report at the request of a competent authority.

The Department of Livestock Production shall preside over and cooperate with the Inspectorate of the Ministry of Agriculture and Rural Development in consolidating results of inspection and control of quality of animal feeds nationwide.”

Article 2. Amendments, replacement and annulment of some contents and Appendices of Circular No. 21/2019/TT-BNNPTNT

1. The 13^th indicator “can trùng sống” (“live insects”) is removed from section 1 in Appendix I.

2. The “Notes” in Section 1 of Appendix I is amended as follows:

“- The testing of Metabolizable energy (ME) is optional during state management;

- *Including substitutions of Methionine.”

3. The “Notes” in Section 3 of Appendix I is amended as follows:

“- The testing of “moisture or water content” is optional in the case of liquid products;

- *Choose an appropriate indicator or result reporting method depending on the products (E.g. The result reporting method shall be “not less than” with respect to vitamin and amino acid);

4. The phrase “Chỉ tiêu chất lượng quyết định bản chất và công dụng sản phẩm” (“Quality indicators determining nature and uses of products”) in ordinal number 3 Section 3 in Appendix I and in ordinal number 3 Section 4 in Appendix I is replaced with the phrase “Chỉ tiêu chất lượng” (“Quality indicator”) .

5. The “Notes” in Section 4 of Appendix I is amended as follows:

“- Single ingredient with or without a technical substance (other than a carrier) is required to be added during the manufacturing or finishing process to maintain the specification of the single ingredient and not alter the nature of the single ingredient; name and content of the technical substances must be provided in the “ingredient” section in the standard applied and product labels;

- The “moisture or water content” indicator is not applicable to liquid products;

- *Choose an appropriate indicator or result reporting method depending on the products (E.g. The result reporting method shall be “not less than” with respect to vitamin and amino acid);

- **Not applicable to liquid products.”

6. Point e Section 5 of Appendix I is amended as follows:

“e) Quality indicator

Quality indicators include primary substances and other substances.

Regarding an animal feed manufactured in water containing a quality indicator which has not been tested by a designated or recognized testing method, it is not required to specify content of such quality indicator in the quality indicator table under the standard applied and its label but is required to specify quantity of the ingredient containing such quality indicator.

7. The phrase “Thông tin kháng sinh” (“Antibiotics information”) on the label in Section 1, Section 2 in Appendix II; Section 6 in Appendix III is replaced with the phrase “Thông tin kháng sinh; hoạt chất phòng, trị bệnh”  (“Information about antibiotics; active ingredients providing effect in disease prevention and cure”).

8. The phrase “- Đối với thức ăn chăn nuôi nhập khẩu, việc ghi nhãn phụ phải thực hiện theo quy định tại Nghị định số 43/2017/ND-CP ngày 14 tháng 4 năm 2017 của Chính phủ về nhãn hàng hóa và quy định tại Thông tư này” (“- With respect to imported animal feeds, the labeling of supplementary labels must comply with the regulations in Decree No. 43/2017/ND-CP dated April 14, 2017 of Government on goods labels and those in this Circular”) in the 3rd bullet point from the top in the Notes of Section 1, Section 2 and Section 3 in Appendix II is replaced with the phrase “- Đối với thức ăn chăn nuôi nhập khẩu: nhãn gốc theo quy định của pháp luật về nhãn hàng hóa, nhãn phụ theo quy định của pháp luật về nhãn hàng hóa và Thông tư này” (“- With respect to imported animal feeds, original labels must comply with regulations of law on goods labels and supplementary labels must comply with regulations of law on goods labels and this Circular”).

9. The Appendix IV is replaced with the Appendix IV to this Circular.

10. The Appendix IVa to this Circular is added.

11. Some contents in the Appendix VI are amended as follows:

a) The phrase “CaCO3” is added after the phrase “đá mảnh” (“granules of natural stones”) in ordinal number 5 of Section I.

b) The following ingredients are added to ordinal number 6 of Section I:

Inactive yeast: Irradiated yeast; hydrolyzed yeast; dried Torula yeast or dried Candida yeast; yeast cultured in a molasses medium; dried yeast; by-products from the production of amino acids used as animal feeds; other traditional feed ingredients.

Beta-Sinensal; Phenethyl alcohol; Delta-Decalactone; Trans-Anethole; D- decalactone; 2-Undecanone; Isoamyl acetate; 3-methylthio propanol; Isoamyl isovelerate; 3-Phenyl-2-propenal; Natural Terpenes; 4-methyl-5-thiazoleethanol.

Article 3. Transitional clauses

1. If the labels of animal feeds containing veterinary drugs printed before the effective date of this Circular have yet to comply with the labeling regulations set out in this Circular, they may be used until December 31, 2024 inclusively.

2. If the animal feeds which carry labels as prescribed in clause 1 of this Article are manufactured before the effective date of this Circular, they may be circulated unitl their expiry.

3. If the animal feeds which carry labels as prescribed in clause 1 of this Article are manufactured after the effective date of this Circular, they shall, when circulated in the market, be accompanied by a document stating information about the antibiotics, active ingredients providing effect in disease prevention and cure as prescribed in clause 4 Article 4 of the Circular No. 21/2019/TT-BNNPTNT amended by clause 1 Article 1 of this Circular.

4. If the head office or manufacturing address is changed due to the change of the administrative division, the animal feed manufacturer may continue to use all labels that contain such head office or manufacturing address prior to change.

1. This Circular comes into force from February 20, 2023.

2. The Director General of the Department of Livestock Production, heads of units affiliated to the Ministry and organizations and individuals concerned are responsible for the implementation of this Circular.

Difficulties that arise during the implementation of this Circular should be promptly reported to the Ministry of Agriculture and Rural Development (through the Department of Livestock Production) for consideration and resolution./.
