KẾT LUẬN CỦA PHÓ THỦ TƯỚNG LÊ MINH KHÁI TẠI CUỘC HỌP VỀ KIẾN NGHỊ CỦA TẬP ĐOÀN VINGOUP VỀ CHÍNH SÁCH KHUYẾN KHÍCH SẢN XUẤT VÀ KÍCH THÍCH NGƯỜI TIÊU DÙNG SỬ DỤNG XE Ô TÔ ĐIỆN THÂN THIỆN MÔI TRƯỜNG

Ngày 19 tháng 5 năm 2021, tại Trụ sở Chính phủ, Phó Thủ tướng Chính phủ Lê Minh Khái đã chủ trì cuộc họp về kiến nghị của Tập đoàn Vingroup về thuế tiêu thụ đặc biệt (TTĐB) và lệ phí trước bạ (LPTB) đối với xe ô tô điện. Tham dự cuộc họp có đại diện lãnh đạo các Bộ, cơ quan: Tài chính, Công Thương, Tư pháp, Tài nguyên và Môi trường, Văn phòng Chính phủ, đại diện Bộ Giao thông vận tải, Chủ tịch Phòng thương mại và Công nghiệp Việt Nam (VCCI) và đại diện Tập đoàn Vingroup. Sau khi nghe đề xuất của Tập đoàn Vingroup, báo cáo của Bộ Tài chính, Bộ Công Thương và ý kiến phát biểu của các đại biểu dự họp, Phó Thủ tướng Chính phủ Lê Minh Khái kết luận như sau:

1. Đánh giá cao việc chuẩn bị nhanh các báo cáo đánh giá ban đầu của Bộ Công Thương, Bộ Tài chính về đề xuất của Tập đoàn Vingroup về cơ chế, chính sách thí điểm nhằm góp phần phát triển ngành sản xuất ô tô điện của Việt Nam phục vụ cuộc họp.

2. Các cơ quan tham dự cuộc họp đều nhất trí cao sự cần thiết phải có giải pháp mạnh mẽ, quyết liệt hơn nữa để hỗ trợ phát triển sản xuất ô tô điện tại Việt Nam, phù hợp với Nghị quyết số 23-NQ/TW ngày 22 tháng 03 năm 2018 của Bộ Chính trị về định hướng xây dựng chính sách phát triển công nghiệp quốc gia đến năm 2030, tầm nhìn đến năm 2045 và Quyết định số 1168/QĐ-TTg ngày 16 tháng 7 năm 2014 của Thủ tướng Chính phủ phê duyệt Chiến lược phát triển ngành công nghiệp ô tô Việt Nam đến năm 2025, tầm nhìn đến năm 2035. Yêu cầu các Bộ, ngành, cơ quan tiếp tục nghiên cứu, sớm tham mưu cho Chính phủ, Thủ tướng Chính phủ các giải pháp, chính sách đồng bộ để khuyến khích sản xuất, sử dụng ô tô điện.

3. Về kiến nghị trước mắt áp dụng thí điểm chính sách ưu đãi về thuế TTĐB và LPTB trong 5 năm theo đề xuất của Vingroup:

Giao Bộ Tài chính chủ trì, phối hợp với Bộ Công Thương, Bộ Tư pháp, Bộ Tài nguyên và Môi trường, Bộ Giao thông vận tải và VCCI, tiếp thu đầy đủ các ý kiến tại cuộc họp, tổng hợp, hoàn thiện lại nội dung đánh giá về đề xuất của Tập đoàn Vingroup, trong đó cần làm rõ sự cần thiết, đánh giá và hướng xử lý cụ thể phù hợp với thẩm quyền và quy định của pháp luật (các văn bản pháp luật cần ban hành hay sửa đổi, bổ sung, tiến độ thực hiện, thời hạn trình các cấp có thẩm quyền ...), báo cáo Thủ tướng Chính phủ trước ngày 10 tháng 6 năm 2021.

Văn phòng Chính phủ thông báo để các cơ quan biết, thực hiện./.

NOTICE

CONCLUSION OF DEPUTY PRIME MINISTER LE MINH KHAI IN THE MEETING REGARDING PROPOSITIONS OF VINGROUP ON POLICIES FOR INCENTIVISING PRODUCTION AND PROMOTING USE OF ENVIRONMENTALLY FRIENDLY ELECTRIC AUTOMOBILES AMONG CONSUMERS

On May 19, 2021, at the Government headquarter, Deputy Prime Minister Le Minh Khai held the meeting regarding propositions of Vingroup on excise tax and registration fee for electric automobiles. Attendees of the meeting consisted of heads of the following ministries and agencies: Finance, Industrial and Trade, Legal Affairs, Natural Resources and Environment, Office of the Government, representatives of Ministry of Transport, Chairperson of Vietnam Chamber of Commerce and Industry (VCCI) and representatives of Vingroup. Upon receiving propositions of Vingroup, reports of Ministry Of Industry And Trade, Ministry of Finance and presentations of meeting attendees, Deputy Prime Minister Le Minh Khai concludes as follows:

1. Highly appreciate rapid preparation of initial assessment reports of Ministry Of Industry And Trade and Ministry of Finance regarding propositions of Vingroup regarding pilot policies which promote development of electric automobile manufacturing industry in Vietnam for the purpose of the meeting. 

2. Attending agencies all agree on the need for a more intensive solution for assisting development of electric automobiles in Vietnam, conforming to Resolution No. 23-NQ/TW dated March 22, 2018 of the Poliburo on orientation for developing national industrial development policies until 2030 and vision to 2045 and Decision No. 1168/QD-TTg dated July 16, 2014 of the Prime Minister approving Development strategy for Vietnamese automobile industry until 2025 and vision to 2035. Hereby request ministries and agencies to continue with research and advise the Government and Prime Minister regarding simultaneous solutions and policies to encourage manufacturing and use of electric automobiles.

3. Regarding current propositions of Vingroup regarding pilot implementation of preferential treatment for excise tax and registration fees for 5 years:

Hereby assign Ministry of Finance to take charge and cooperate with Ministry Of Industry And Trade, Ministry of Justice, Ministry of Natural Resources and Environment, Ministry of Transport and the VCCI in fully acknowledging points set forth in the meeting, consolidating and reviewing assessment of Vingroup’s propositions, which must clarify necessity, assess and provide specific solutions within their competence and regulations and law (legislative documents to be issued or amended, implementation progress, deadline for submission to competent authority, etc.), report to Prime Minister before June 10, 2021.
