This document provides instructions about reopening of tourist destinations and cinemas as follows:
* As for tourism
General requirements for reopening of tourism businesses:
- At local jurisdictions reaching the epidemic risk level 1 and 2, tourism can operate at full capacity.
- At local jurisdictions reaching the epidemic risk level 3:
+ Tourist sites, destinations, indoor gatherings or events and tours can reopen to each group of fewer than 25 persons;
+ Tourist accommodation and food service facilities of tourism businesses may operate at no more than 50% of their capacity at once; no more than 50% of the seats of a passenger transport is filled; services with high risk of infection, such as discos, karaoke centers, massage salons, bars, internet shops, video game centers, hair and beauty salons, and other services, must comply with regulations of People's Committees of provinces and centrally-affiliated cities;
- Tourist accommodation establishments that receive quarantined guests at the request of competent authorities must fully comply with the epidemic prevention and control requirements of local health authorities;
- Tourist accommodation establishments that are serving guests to over 50% of their capacity will not be allowed to receive new guests.
- At local jurisdictions reaching the epidemic risk level 4:
+ Suspend visits to tourist sites, destinations; suspend indoor gatherings or events attended by more than 20 persons; suspend their local, incoming or outgoing tours;
+ Tourist accommodation and food service facilities of tourism businesses may operate at no more than 30% of their capacity at once; no more than 50% of the seats of a passenger transport is filled; services with high risk of infection, such as discos, karaoke centers, massage salons, bars, internet shops, video game centers, hair and beauty salons, and other services, must comply with regulations of People's Committees of provinces and centrally-affiliated cities;

Requirements binding on tourists
- Adhere to “5K” message; make legally required health declarations or scan QR codes.
- Strictly observe regulations of the National Steering Committee on COVID-19 prevention and control and the Ministry of Health, and internal etiquettes of tourism businesses.
