What are regulations on foreigners that transit by sea in Vietnam?
Pursuant to Article 26 of the Law on Entry, Exit, Transit, and Residence Of Foreigners in Vietnam in 2014 stipulating transit by sea as follows:
Foreigners that transit by sea are not required to obtain a visa and must stay within the transit passenger area of the seaport while the ship is anchoring; any of them who wishes to enter Vietnam for the purpose of tourism according to a schedule designed by an international tourism company n Vietnam; any of them who wishes to leave Vietnam through another border checkpoint shall be considered to be issued with a VR visa.
As regulations above, the crew on this trasitted ship doesn't need to obtain a visa to enter Vietnam. Besides, they must stay within the transit passenger area of the seaport while the ship is anchoring.
What are regulations on conditions for foreigners living in Vietnam to exit Vietnam for other countries?
Pursuant to Article 27 of the Law on Entry, Exit, Transit, and Residence Of Foreigners in Vietnam in 2014 (amended by Clause 12, Article 1 of the Law on Entry, Exit, Transit, and Residence Of Foreigners in Vietnam in 2019) stipulating
1. A foreigner shall be permitted for exit if he/she:
a) possesses a passport or documents enabling international travel;
b) temporary residence certificate, temporary resident card or permanent residence card of his/hers is still valid;
as follows:
c) does not fall into categories of exit suspension specified in Article 28 of this Law.
2. A foreigner making exit on electronic visas must fully satisfy all conditions specified in Clause 1 of this Article and make exit via international border checkpoints decided by the Government.
