Who are the members of the Presidium of the National Committee of the Vietnam Union of Literature and Arts Associations?

Pursuant to Clause 1, Article 14 of the Charter of the Vietnam Union of Literature and Arts Associations promulgated together with Decision 584/QD-TTg in 2022, the Presidium of the National Committee includes: 

Presidents of the central specialized literary and artistic associations, full-time members of the Presidium (President, Vice Presidents, General Secretary), heads of a number of functional committees of the Union of Associations. Vietnamese literature and art working at the Union agency, Chairman of Hanoi Union of Literature and Art, President of Ho Chi Minh City Union of Literature and Art Associations, some presidents of Literature and Art Association Local art representatives of the regions are appointed by consultation between the Presidents of the local Literature and Arts Association in that area, and the President of the Foundation for Support for the Creation of Vietnamese Literature and Arts.

The number, structure and criteria of members of the Presidium shall be decided by the National Committee. The term of the Presidium is the same as the term of the General Assembly.

The Presidium is appointed by the National Advisory Committee. When a Presidium Member ceases to hold the position of President of the member organization, his position as a Presidium Member shall also cease.

What are the duties and powers of the Presidium of the National Committee of the Vietnam Union of Literature and Arts Associations?

Pursuant to Clause 4 of this Article, the tasks and powers of the Presidium of the National Committee of the Vietnam Union of Literature and Arts Associations are as follows:

a) On behalf of the National Committee to implement the Resolution of the Congress and the Union's Charter; organize the implementation of resolutions and decisions of the National Committee; lead the Union's activities between two sessions of the National Committee;

b) Decide on specific measures to implement the resolutions and operational programs of the National Committee;

c) To give opinions and recommendations to the Party and State on guidelines, guidelines, mechanisms and policies in the field of literature and art;

d) Develop projects to expand activities and bring into play the creative potential of the literary and artistic world, in association with the country's socio-political tasks;

dd) Decide to admit new member organizations and report to the National Committee at the nearest meeting;

e) Prepare contents and decide to convene a meeting of the National Committee;

g) Authorize the Standing Presidium to decide on the establishment of organizations and units under the Union according to the resolution of the National Committee, defining functions, tasks, powers and organizational structure; decide on appointment and dismissal of leaders of organizations and units under the Union.
