Thực hiện chiến lược tiêm chủng của Chính phủ, từ tháng 3/2021 đến nay, Bộ Y tế đã tiếp nhận và tổ chức tiêm chủng hơn 131 triệu liều vắc xin phòng COVID-19 có công nghệ sản xuất khác nhau (vắc xin do Astrazeneca, Pfizer, Moderna… sản xuất), trong đó đã có hơn 75 triệu liều tiêm mũi 1 và hơn 56 triệu liều tiêm mũi 2. Trong thời gian tới, Việt Nam sẽ tiếp tục tiếp nhận vắc xin Moderna do COVAX Facility hỗ trợ để tiêm chủng cho người dân.

Ngày 08/9/2021, Hội đồng tư vấn chuyên môn về sử dụng vắc xin của Bộ Y tế đã họp và đưa ra khuyến cáo: trong trường hợp bất khả kháng khi nguồn cung vắc xin COVID-19 mũi 1 đã tiêm không còn sản xuất hoặc cung ứng không kịp thời để cung cấp cho mũi nhắc lại thì có thể sử dụng mũi nhắc lại bằng vắc xin khác, theo đó: nếu tiêm mũi 1 bằng vắc xin do Astrazeneca sản xuất thì có thể tiêm mũi 2 bằng vắc xin do Pfizer hoặc Moderna sản xuất; nếu mũi 1 tiêm vắc xin do Moderna sản xuất thì mũi 2 có thể tiêm vắc xin do Pfizer sản xuất và ngược lại.

Trên cơ sở ý kiến của Hội đồng nêu trên, để sử dụng vắc xin hợp lý, an toàn và hiệu quả vắc xin do Moderna sản xuất, tiếp theo Công văn số 6030/BYT-DP ngày 27/7/2021 và Công văn số 7548/BYT-DP ngày 10/9/2021, Bộ Y tế hướng dẫn như sau:

1. Những người đã tiêm mũi 1 vắc xin nào thì tốt nhất tiêm mũi 2 bằng vắc xin đó.

2. Trong trường hợp nguồn vắc xin hạn chế, có thể phối hợp tiêm mũi 2 vắc xin do Moderna sản xuất cho người đã tiêm mũi 1 bằng vắc xin do Pfizer hoặc Astrazeneca sản xuất. Khoảng cách tiêm mũi 2 sau mũi 1 vắc xin do Pfizer sản xuất theo hướng dẫn của nhà sản xuất, khoảng cách sau mũi 1 vắc xin do Astrazeneca sản xuất theo Công văn số 7820/BYT-DP ngày 20/9/2021 của Bộ Y tế.

3. Dự án TCMR quốc gia - Viện Vệ sinh dịch tễ Trung ương hỗ trợ, hướng dẫn thực hành tiêm chủng và giám sát sự cố bất lợi sau tiêm chủng khi triển khai tiêm chủng phối hợp các loại vắc xin phòng COVID-19.

4. Sở Y tế chỉ đạo các cơ sở tiêm chủng trên địa bàn lập kế hoạch, lên danh sách đối tượng tiêm phù hợp với số vắc xin được cung ứng và đối tượng tiêm chủng bảo đảm an toàn, đúng lịch đảm bảo diện bao phủ đồng thời thông tin đầy đủ cho các đối tượng trước khi tiến hành tiêm chủng để tạo sự đồng thuận cao.

5. Cục Y tế, Bộ Công an và Cục Quân Y, Tổng Cục Hậu cần, Bộ Quốc phòng lập kế hoạch, lên danh sách đối tượng tiêm phù hợp với số vắc xin được cung ứng và đối tượng tiêm chủng bảo đảm an toàn, đúng lịch.

Bộ Y tế sẽ tiếp tục theo dõi, cập nhật thông tin và hướng dẫn triển khai tiêm chủng khi cần thiết.

- Institute of Hygiene and Epidemiology, Pasteur Institute. 

Implementing the Government’s vaccination strategy from March, 2021 up to now, the Ministry of Health received and administered more than 131 million doses of COVID-19 vaccines with different production technologies (Astrazeneca, Pfizer, Moderna, etc.). More than 75 million people have received the first dose and more than 56 million people have received the second dose. In the near future, Vietnam will continue to receive Moderna vaccine supplied by COVAX Facility to continue the vaccination.

On September 8, 2021, Vaccine Advisory Council of The Ministry of Health held a meeting and made a recommendation: in case of force majeure when a COVID-19 vaccine that was administered as the first dose is discontinued or not supplied in time for the second dose, the second dose can be another vaccine. To be specific: if the first dose is Astrazeneca vaccine, the second dose can be Pfizer vaccine or Moderna vaccine; if the first dose is Moderna vaccine, the second dose can be Pfizer vaccine and vice versa.

On the basis of the aforementioned Council’s opinion, for the purpose of reasonable and effective use of vaccine produced by Moderna, pursuant to the Official Dispatch No. 6030/BYT-DP dated July 27, 2021 and No. 7548/BYT-DP dated September 10, 2021, the Ministry of Health provides guidance as follows:

1. People who have got the first dose of any vaccine should get the second dose of the same vaccine.

2. In case of limited vaccine supply, it is possible to combine the first dose of Pfizer vaccine or Astrazeneca vaccine with the second dose of Moderna vaccine. The interval between the first dose and the second dose of Pfizer vaccine shall comply with the guideline of the producer and the interval between the first dose and second dose of Astrazeneca vaccine shall comply with the Official Dispatch No. 7820/BYT-DP dated September 20, 2021 of the Ministry of Health.

3. The Extended Immunization Project of the National Institute of Hygiene and Epidemiology shall provide support and guidance on the process of vaccination and monitor adverse events following immunization (AEFI) after carrying out COVID-19 vaccine combination.

5. The Department of Health of the Ministry of Public Security and the Department of Military Medicine and General Department of Logistics of the Ministry of National shall prepare plans and lists of eligible people to be vaccinated in accordance with the available vaccine supply and vaccination eligibility to ensure safety and punctuation.

The Ministry of Health will continue to monitor, update information and provide guidance on administration of vaccination if necessary.
