Kính gửi:

- Các phòng chức năng; - Bảo hiểm xã hội quận, huyện;

Việc thực hiện thủ tục tham gia bảo hiểm xã hội (BHXH), bảo hiểm y tế (BHYT), bảo hiểm thất nghiệp (BHTN) và đề nghị cấp sổ BHXH, cấp thẻ BHYT bằng giao dịch điện tử tại thành phố chỉ mới đạt 27% số đơn vị. So với chỉ tiêu của BHXH Việt Nam còn rất thấp. Trong khi đó, một số Tỉnh dù thực hiện sau thành phố Hồ Chí Minh nhưng đã đạt kết quả rất cao (ví dụ như Đồng Nai đã đạt 90%). Nếu không có giải pháp và quyết tâm cao thì sẽ không thể hoàn thành mục tiêu của Chính phủ, của Ngành đề ra và tụt hậu so với các địa phương khác.

Để khắc phục tình trạng trên, BHXH thành phố Hồ Chí Minh yêu cầu thủ trưởng các phòng, BHXH quận, huyện triển khai thực hiện các nội dung sau:

1. Phòng Thu và BHXH quận, huyện:

- Tham mưu, phối hợp với các Sở, Ban, Ngành Thành phố và UBND các quận, huyện chỉ đạo công tác tuyên truyền, tổ chức triển khai thực hiện thủ tục tham gia BHXH, BHYT, BHTN bằng hình thức giao dịch điện tử.

- Phối hợp các đơn vị liên quan tổ chức đào tạo, tập huấn, hỗ trợ sử dụng phần mềm giao dịch điện tử (iQLBH và iBHXH) cho viên chức và đơn vị sử dụng lao động (đơn vị) trên trên địa bàn.

- Giao chỉ tiêu cụ thể cho từng viên chức chuyên quản Thu vận động các đơn vị đang phụ trách phải thực hiện giao dịch điện tử. Phấn đấu từ ngày 01/10/2015, có 90% số đơn vị thực hiện thủ tục thu, cấp sổ BHXH, cấp thẻ BHYT bằng hình thức giao dịch điện tử với cơ quan BHXH.

- Phát hiện và tiếp thu các vướng mắc do đơn vị phản ánh để báo cho phòng CNTT tổng hợp, yêu cầu Công ty TS24 sửa chữa cho phù hợp với thực tế.

- Định kỳ, đột xuất báo cáo hình hình thực hiện giao dịch điện tử cho Ban Giám đốc BHXH thành phố (qua Phòng Công nghệ thông tin).

- Phòng Thu chủ trì, phối hợp với các đơn vị có liên quan triển khai thực hiện tốt các nội dung Quyết định số 528/QĐ-BHXH ngày 14/4/2015 của BHXH Việt Nam. Tham mưu cho Ban Giám đốc xây dựng, sửa đổi, bổ sung quy trình, thủ tục giao dịch điện tử phù hợp trên toàn thành phố.

2. Phòng Công nghệ thông tin:

- Hướng dẫn, hỗ trợ các đơn vị cài đặt và sử dụng phần mềm kê khai iBHXH.

- Tổng hợp báo cáo số liệu giao dịch điện tử; tham mưu cho Ban Giám đốc định kỳ tổ chức họp đánh giá, rút kinh nghiệm để kịp thời tháo gỡ khó khăn, vướng mắc cho các đơn vị.

- Tiếp nhận các vướng mắc về phần mềm để yêu cầu Công ty TS24 sửa đổi, bổ sung cho thuận tiện.

3. Phòng /Bộ phận Tiếp nhận và Quản lý hồ sơ:

- Phối hợp Phòng Thu, Phòng CNTT cung cấp mật khẩu thử nghiệm cho các đơn vị chưa giao dịch điện tử bằng chữ ký số để giao dịch qua mạng.

- Không tiếp nhận hồ sơ thu, cấp sổ BHXH và cấp thẻ BHYT bằng giấy (Phiếu Giao nhận hồ sơ số 101 và 103) từ 01/10/2015. Trường hợp đặc biệt các đơn vị không lập được hồ sơ điện tử do sự cố phần mềm thì có thể tiếp nhận hồ sơ giấy và phối hợp hướng dẫn đơn vị thực hiện giao dịch điện tử cho lần sau.

4. Các phòng chức năng:

- Cùng phối hợp các phòng liên quan tổ chức tuyên truyền giao dịch điện tử.

- Nghiên cứu, xây dựng các quy trình thủ tục hồ sơ của phòng có thể thực hiện bằng hình thức giao dịch điện tử để bổ sung vào phần mềm kê khai iBHXH.

Yêu cầu trưởng các Phòng Nghiệp vụ, Giám đốc BHXH các quận, huyện và viên chức có liên quan thuộc BHXH thành phố Hồ Chí Minh có trách nhiệm thực hiện văn bản này./.

To:

- Divisions of Ho Chi Minh Social Security;
- Social security of districts; 

Up to now, only 27% of organizations/units in Ho Chi Minh city have conducted electronic transactions in terms of paying social insurance, health insurance, and unemployment insurance and application for issuance of social insurance books and cards.  It is still lower than the target set by Vietnam Social Security. Meanwhile, a number of provinces that implement electronic transactions after Ho Chi Minh city gained higher achievements (for example Dong Nai achieving 90%). Once we have no measure as well as high determination, we could not reach the targets set by the Government and department leading lagging far behind other cities/provinces.

Respond to above problem, Ho Chi Minh Social Security requests Heads of offices and Social Security of districts implement the following contents:

1. Division of Receipt and Social Security of districts:

- Advise and cooperate with Services, agencies of the city and the People’s Committees of districts to raise awareness of implementation of purchase of social insurance, health insurance and unemployment insurance in the electronic transactions.

- Cooperate with relevant units in providing civil servants and employers in the administrative divisions with training courses in using electronic transaction software (iQLBH and iBHXH).

- Set up specific target to each civil servant in charge of receipt office who is required to recommend their units/organizations in charge to conduct electronic transactions.    Orient to October 1, 2015, at least 90% of organizations/units conduct electronic transactions in terms of receipt and issuance of social insurance books, health insurance cards with social security authorities.

- Send regular or irregular reports on implementation of electronic transactions to Director Board of Social Security Department (via Division of IT).

- Division of Receipt shall take charge and cooperate with relevant units in implementation of Decision No. 528/QD-BHXH dated April 14, 2015 of Vietnam Social Security. Advise the Director Board against formulation and amendments to procedures for conformable electronic transactions within the city.

2. Division of IT:

- Instruct and support organizations/units in installation and use of iBHXH software.

- Collect and send reports on electronic transaction figures; advise the Director Board to convene meetings to deal with difficulties of organizations/units.

- Record difficulties in software and request TS24 Corporation to repair.

3. Division of Receipt and Management of Documents:

- Cooperate with Division of Receipt and Division of IT in provision of trial passwords for new organizations/units using digital signature to conduct transactions online.

- Do not receive documents on receipt and issuance of social insurance books and health insurance cards in paper* (Note of document receipt No. 101 and 103) from October 1, 2015. If any organization/unit fails to prepare electronic documents due to software breakdowns, paper documents may be accepted and such organization/unit shall be instructed to prepare electronic documents next time.

- Cooperate with relevant divisions in propagation of electronic transactions.

- Research and formulate procedures for electronic transactions that are added to the iBHXH software.

Heads of Division of Expert, Director of Social Security of districts and involved civil servants of Ho Chi Minh city shall implement this Official Dispatch./.
