- Tổng Công ty Bưu điện Việt Nam; - Bảo hiểm xã hội các tỉnh, thành phố trực thuộc Trung ương: Hải Dương, Quảng Ninh, Gia Lai, Hà Nội, Bắc Ninh, Bắc Giang, Thành phố Hồ Chí Minh, Hòa Bình, Hà Giang, Điện Biên, Bình Dương, Hải Phòng, Hưng Yên.

Thực hiện Chỉ thị số 05/CT-TTg ngày 28/01/2021 của Thủ tướng Chính phủ về một số biện pháp cấp bách phòng, chống dịch COVID-19; Thông báo số 28/TB- VPCP ngày 17/02/2021 của Văn phòng Chính phủ thông báo Kết luận của Thủ tướng Chính phủ Nguyễn Xuân Phúc tại cuộc họp Thường trực Chính phủ về phòng, chống dịch COVID-19; Do dịch bệnh Covid-19 xuất hiện trở lại trong cộng đồng và diễn biến nhanh trong thời gian ngắn tại một số tỉnh, thành phố, để đảm bảo tốt nhất quyền lợi của người hưởng lương hưu, trợ cấp bảo hiểm xã hội (BHXH), bảo hiểm thất nghiệp (BHTN) được đầy đủ, kịp thời và đảm bảo an toàn, phòng, chống dịch theo đúng chỉ đạo của Chính phủ, Thủ tướng Chính phủ, BHXH Việt Nam đề nghị Tổng Công ty Bưu điện Việt Nam, BHXH các tỉnh, thành phố nêu trên (gọi chung là BHXH tỉnh) thực hiện một số nội dung sau:

1. Chi trả lương hưu, trợ cấp BHXH tháng 3, tháng 4 năm 2021 vào cùng một kỳ chi trả.

2. BHXH tỉnh chủ trì phối hợp với Bưu điện tỉnh:

a) Đề xuất và báo cáo Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương (UBND tỉnh), Ban chỉ đạo công tác phòng, chống dịch Covid-19:

- Phương án chi trả lương hưu, trợ cấp BHXH, BHTN tháng 3, tháng 4/2021 vào cùng một kỳ chi trả, đề xuất các biện pháp phòng chống dịch tại các điểm chi trả và thời gian chi trả trong thời gian tiếp tục thực hiện các biện pháp phòng, chống dịch Covid-19 phù hợp với từng địa bàn tránh tập trung đông người; thực hiện nghiêm yêu cầu 5K (Khẩu trang - Khử khuẩn - Khoảng cách - Không tập trung - Khai báo y tế), đảm bảo an toàn cho người hưởng theo đúng Chỉ thị của Thủ tướng Chính phủ.

Riêng các địa bàn đang có dịch và bị phong tỏa: Xây dựng phương án tổ chức chi trả tại nhà cho người hưởng.

- Chỉ đạo các ngành, các cấp ở địa phương phối hợp, tạo điều kiện thuận lợi cho công tác chi trả, đảm bảo an toàn cho người hưởng; truyền thông trên các phương tiện thông tin đại chúng về phương án chi trả lương hưu, trợ cấp BHXH trong thời gian tiếp tục thực hiện các biện pháp phòng, chống dịch Covid-19 theo chỉ đạo của Chính phủ, Thủ tướng Chính phủ.

b) Tuyên truyền, thông báo cho người hưởng biết các nội dung thay đổi về phương thức chi trả, thời gian chi trả và địa điểm chi trả để người hưởng biết, thực hiện và yêu cầu người hưởng đến điểm chi trả nhận tiền phải đeo khẩu trang, sát khuẩn để đảm bảo an toàn cho người hưởng trong thời gian tiếp tục thực hiện các biện pháp phòng, chống dịch Covid-19.

c) Kiểm tra, phối hợp xử lý, giải quyết, phản ánh kịp thời vướng mắc trong quá trình tổ chức thực hiện.

d) Tăng cường, vận động khuyến khích người hưởng nhận chế độ BHXH, BHTN qua tài khoản cá nhân theo Quyết định số 241/QĐ-TTg ngày 23/02/2018 của Thủ tướng Chính phủ về việc phê duyệt đề án đẩy mạnh thanh toán qua ngân hàng đối với dịch vụ công: thuế, điện, nước, học phí, viện phí và chi trả các chương trình an sinh xã hội.

3. Tổng Công ty Bưu điện Việt Nam chỉ đạo bưu điện tỉnh thực hiện ngay các nội dung sau:

a) Phối hợp với BHXH tỉnh đề xuất, báo cáo UBND tỉnh, Ban chỉ đạo công tác phòng, chống dịch Covid-19 về Phương án chi trả lương hưu, trợ cấp BHXH, BHTN tháng 3, tháng 4/2021 và các tháng tiếp theo trong thời gian tiếp tục thực hiện các biện pháp phòng, chống dịch Covid-19.

b) Thông báo cho người hưởng địa điểm, thời gian chi trả, các biện pháp phòng chống dịch tại điểm chi trả để người hưởng lựa chọn, bố trí thời gian đến nhận tiền phù hợp và đảm bảo thực hiện các biện pháp phòng, chống dịch Covid-19.

c) Thực hiện nghiêm các biện pháp phòng chống dịch Covid-19 tại các điểm chi trả: Tổ chức phun khử khuẩn tại tất cả các điểm chi trả trước và trong thời gian cơ quan bưu điện tổ chức chi trả; yêu cầu nhân viên bưu điện, người hưởng đeo khẩu trang trong suốt quá trình chi trả; trang bị nước rửa tay sát khuẩn, khẩu trang tại tất cả các điểm chi trả; tăng cường thêm nhân viên chi trả, bố trí thêm bàn chi trả để giảm thời gian chờ đợi của người hưởng, không để tập trung quá số người theo Chỉ thị số 05/CT-TTg, Thông báo số 28/TB-VPCP.

d) Để đảm bảo an toàn cho người hưởng, nhân viên làm công tác chi trả phải thực hiện nghiêm khai báo y tế và các biện pháp phòng chống dịch Covid-19 theo đúng hướng dẫn.

Đề nghị Tổng Công ty Bưu điện Việt Nam, BHXH tỉnh, thành phố nêu trên nghiêm túc triển khai thực hiện ngay các nội dung tại văn bản này, trong quá trình thực hiện nếu có khó khăn, vướng mắc phản ánh kịp thời về BHXH Việt Nam để được hướng dẫn, giải quyết./.

- Social security agencies of provinces and centrally affiliated cities: Hai Duong, Quang Ninh, Gia Lai, Ha Noi, Bac Ninh, Bac Giang, Ho Chi Minh, Hoa Binh, Ha Giang, Dien Bien, Binh Duong, Hai Phong, Hung Yen.

With a view to implementing the Prime Minister’s Directive No. 05/CT-TTg dated January 28, 2021 on a number of urgent measures to prevent and control the COVID-19 epidemic; the Government Office’s Notice No. 28/TB- VPCP dated February 17, 2021, announcing the conclusion of the Prime Minister Nguyen Xuan Phuc at the Standing Government’s meeting on COVID-19 prevention and control; Due to the re-emergence of the Covid-19 epidemic in the community and rapid development in a short time in some provinces and cities, in order to best ensure the benefits of pensioners, payees of social insurance and unemployment insurance benefits in an adequate, timely manner, and ensure safety, prevention and control of the epidemic in accordance with the directions of the Government, the Prime Minister and the Vietnam Social Security that request the Vietnam Post Corporation, social security agencies of the aforesaid provinces and cities (collectively referred to as provincial social security agencies) to satisfy a number of the following requirements:

1. Paying pensions and social insurance benefits in March and April 2021 in the same payment period.

2. Social security agencies of provinces must take charge of cooperating with Post Offices of provinces in:

a) Petitioning the People's Committees of provinces and centrally-run cities (provincial People's Committees), and the Steering Committee on Covid-19 epidemic prevention and control:

- To approve plans for payment of pensions, social insurance and unemployment insurance benefits in March and April 2021 in the same payment period, and recommended measures for epidemic control and prevention, at payment points and payment time during the period of ongoing implementation of Covid-19 epidemic prevention and control suitable to specific localities for the purpose of avoidance of large gatherings and strict compliance with 5K requirements (mask - disinfection - distance – no gathering - medical declaration), and assurance of safety for pensioners and insurance benefit payees in accordance with the Prime Minister’s Directive.

Especially, at epidemic-hit places and blockades, putting forward door-to-door payment plans for the benefit of pensioners and payees.

b) Communicating with and notifying pensioners and payees about changes in payment methods, payment time and locations, and requesting pensioners and payees to wear masks, sanitize hands at points of payment to receive their money to ensure their safety during the period of continuation in implementation of Covid-19 prevention and control measures.

c) Checking, cooperating in taking action against, resolving and promptly complaining about problems arising in the process of implementation.

d) Strongly recommending and encouraging pensioners and payees to receive social insurance and unemployment insurance benefits via personal accounts according to the Prime Minister’s Decision No. 241/QD-TTg dated February 23, 2018 on approval of the scheme for promotion of public service payments via banks such as taxes, electricity, water, tuition, medical services and payment of benefits of social security programs.

3. Vietnam Post Corporation must direct Post Offices of provinces to promptly take the following actions:

a) Cooperate with provincial social security agencies to petition provincial People's Committees, the Steering Committee for the prevention and control of the Covid-19 epidemic on the plan for payment of pensions, social insurance and unemployment insurance benefits in March, April 2021 and the following months during the period of continued implementation of measures to prevent and control the Covid-19 epidemic.

b) Inform pensioners and payees of the locations, time of payment and measures to prevent and control the epidemic at points of payment in order for them to choose and set suitable time to receive money, and ensuring the implementation of Covid-19 epidemic prevention and control measures.

c) Strictly implement Covid-19 prevention and control measures at points of payment: Spraying disinfectants at all points of payment before and during the time postal authorities make payments; requiring postal staff, pensioners and payees to wear masks during the payment process; providing hand sanitizers and masks at all points of payment; increasing payment staff, placing more payment desks to reduce the waiting time for pensioners and payees, and avoiding gatherings of people in excess of the allowable number of people according to the Directive No. 05/CT-TTg and the Notice No. 28/TB-VPCP.

d) In order to ensure the safety for pensioners and payees, payment staff must strictly comply with the requirement for medical declaration and Covid-19 prevention measures according to the given instructions.

It is requested that Vietnam Post Corporation, social security agencies of provinces and cities mentioned above strictly and promptly implement tasks required herein. In the process of implementation, if any difficulties or problems arise, they should promptly report them to Vietnam Social Security for their guidance and action./.
