on Aviation Security Program and Quality Control of Vietnam Aviation Security;
Pursuant to Instructions of International Civil

Article 2. Carrying of liquid aboard international flights must comply
with regulations set forth under Article 74 of Circular No. 01/2016/TT-BGTVT
dated February 01, 2016 of Minister of Transport on Aviation Security Program
and Quality Control of Vietnam Aviation Security.
Article 3. This Decision comes into force from September 01, 2017 and
supersedes Decision No. 633/QD-CHK dated April 27, 2016 of Director General of
Civil Aviation Authority of Vietnam. Heads of relevant entities and persons
shall implement this Decision./.

a) Crowbars, hoes, spades, shovels, tile spades,
sickles, chisels, pickaxes,;
b) Drills and drill bits, including handheld
drills;
c) Tools whose sharp blades or pointy ends exceed
06 cm and can be used as weapons such as screwdrivers;
d) All types of hammers, wrenches, adjustable
wrenches and pliers that are longer than 10 cm;

ABOARD AIRCRAFT VIA CARRY-ON BAGGAGE
1. Bullets*, unless otherwise accepted by aircraft
operators for transport via checked luggage following specific conditions
specified in Article 8, Chapter 1, Section 1.1.2 of Technical Instructions For
The Safe Transport of Dangerous Goods by Air of International Civil Aviation
Organization – Doc9284.
2. All types of detonators, safety fuses.
3. Mines, grenades or other military explosive
devices.
4. All types of flares such as flares, fireworks,
signalling flares and flare powder.
5. Smoke grenades, smoke generators.
6. All types of explosives, gun powders.
7. Gasoline, oil and fuel for lighers, unsafe
matches (strike-anywhere matches), objects containing liquid oxygen.

aircraft operators must ensure:
i) The battery must be firmly attached to the
mobility aid;
ii) Terminals of the battery are protected from
short circuit;

b) If the mobility aid cannot be loaded, stacked,
fixed and unloaded in upright position, the battery must be detached and
contained in secure package:
i) Package must be enclose, must not absorb
alkali or acid, must prevent spill by firmly attached to pallet or cargo deck
by appropriate secure measures (not by keeping it in position by other
luggage or cargo) such as lashing belt, frame or bracket;
ii) The battery must be protected from short

wet, with wheelchair” or “Battery, wet, with mobility aid” and “Corrosive”
stamp and directional stamps;

manner that prevents collision with other cargo or luggage:
