1. Allowance of VND 1,815,000 per month for the Minister of National Defense
Circular No. 77/2016/TT-BQP defines the payroll by military rank and the list of position-based and rank-based allowances for personnel of units under the Ministry of National Defense, who receive salary or rank-based allowances from the state budget. As follows:
- Allowance for executive positions:
+ Minister: VND 1,815,000 per month;
+ Chief of General Staff and Chief of General Political Department: VND 1,694,000 per month;
+ Commander of Army Corps and Commander of Military Unit: VND 1,331,000 per month.
Moreover, the Circular defines the following rank-based salary:
- Generals’ salary is VND 12,584,000 per month.
- Colonels’ salary is VND 9,680,000 per month.
- Captains’ salary is VND 6,534,000 per month.
More detail of the payroll and allowances is available in Appendix 1 of the Circular No. 77/2016/TT-BQP (in effect as of July 25, 2016).
Remunerations as defined in the Circular came into force as of May 01, 2015.
2. 14 new administrative procedures under the national single window
Joint Circular No. 80/2016/TTLT-BTC-BTTTT , in effect as of July 31, 2016, provides guidelines for the application of the national single window in the sector of information and communications.
Ministry of Finance implements 12 single-window electronic customs procedures for:
- Imports and exports under goods sale contracts.
- Imports and exports under processing contracts with foreign principals.
- Imports and exports as materials for the production of exports.
- Imports and exports of export processing enterprises.
- Imports and exports for investment projects.
- Commercial goods temporarily imported for re-export.
- In-country imports and exports.
- Exports that are sent back.
- Imports that are sent back abroad.
- Imports and exports in customs transit.
- Imports and exports of enterprises granted with customs priority with regard to state management activities.
- Goods input into bonded warehouses.
Moreover, the Joint Circular No. 80/2016/TTLT-BTC-BTTTT regulates 02 single-window administrative procedures of the Ministry of Information and Communications, as follows: Licensing of importation of radio transceivers and licensing of importation of commercial printed matter.
3. Benefits for inspectors in the religious sector
Circular No. 04/2016/TT-BNV regulates that inspectors in the religious sector, when on duty, are provided with uniform, official card and benefit. As follows:
- Article 11, 12, 13 and 14 of the Circular and relevant regulations define the uniform, official card and benefit given to officials of the Government Committee for Religious Affairs upon their conducting inspections in the religious sector.
- Uniform, official card and benefit for inspectors of Home Affairs Departments shall be subject to the Decree No. 97/2011/ND-CP and relevant regulations.
Circular No. 04/2016/TT-BNV shall come into force as of July 25, 2016.
4. Supports to infrastructure investment and development
Pursuant to the Circular No. 15/2016/TT-BNNPTNT , agricultural cooperatives shall be granted with supports to investment and development of the following facilities:
- Office space.
- Drying grounds, warehouses and agricultural material stores.
- Preliminary treatment and processing workshops.
- Public utility, markets.
- Irrigational works and inland transport in sectors of agriculture, forestry and salt production.
- Regional infrastructure for raising of aquatic animals.
Conditions and criteria for supports are available in Article 4 and Article 5 of the Circular No. 15/2016/TT-BNNPTNT (in effect as of July 25, 2016).
